The California Department of Alcohol and Drug Programs provided each of their 58 counties as a separate planning area, with the exception of one area that consisted of 2 counties. In order to meet sample size requirements, counties had to be combined to form substate regions. Two sets of regions were considered. Set one was based on substate regions defined for the California Household Substance Use Survey. Set two was created by collapsing adjacent counties to have adequate sample sizes for estimation. California's Department of Alcohol and Drug Programs preferred the regions specified in the second set.

The substate regions defined here were provided by the Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services and were defined in terms of the State's 95 counties and several independent cities.

The State's Division of Alcohol and Substance Abuse, Washington Department of Social and Health Services, indicated that separate counties are used as planning areas. In order to meet sample size requirements, the State's 39 counties had to be combined with other counties to form substate regions. The substate regions created for this report are based on the regions listed by the Washington Department of Social and Health Services (see http://www1.dshs.wa.gov/geninfo/contactus.html#org).

The West Virginia Department of Health and Human Services specified four planning regions for its 55 counties. In an effort to provide substance use information for more substate areas, the South Central planning region was subdivided into three substate regions, while still ensuring that the sample sizes would be adequate for estimation.

The State's Department of Health, Substance Abuse Division of Wyoming, specified two planning regions (Frontier and Rural) for the State's 23 counties. In an effort to provide substance use information for more substate areas, these two planning regions were subdivided into several substate regions, while still ensuring that the sample sizes would be adequate for estimation. To avoid collapsing counties from the Frontier region with counties from the Rural region, nonadjacent counties had to be collapsed to form one substate region.
