Summary: This strategic objective aims to achieve increased, sustainable return in selected municipalities and towns that have demonstrated their commitment to the process of minority refugee return. USAID's assistance will help the returned remain and draw other returnees.

  • the program emphasizes a community-based approach delivering critical assistance with infrastructure reconstruction, economic revitalization, community rehabilitation, legal aid and housing solutions to communities that contribute toward the return of minority citizens.
  • USAID activities will focus on 15 partnership municipalities and towns selected on the basis of the following criteria:
    • significant number of returns to date and potential for further return;
    • availability of cost-effective projects;
    • potential for economic development and job creation;
    • support of local authorities for the return process;
    • potential for cross-border impact with Bosnia-Herzegovina and Serbia.

During FY 2001 USAID signed partnership agreements with 10 municipalities. An eleventh was signed during the first quarter of FY 2002.

Inputs, Outputs and Activities: (FY 2002 Program): USAID will continue funding two activities: (1) the Community Infrastructure Rehabilitation Program (CIRP) supports the return and reintegration of displaced persons and refugees in Croatia's war-affected areas, and concentrates on partnership municipalities, focussing on the reconstruction of municipal infrastructure (electricity, water and wastewater facilities, markets and public buildings such as schools, community centers and clinics). A major part of this activity is coordinated with the Croatian Electricity Company (HEP) and focuses on rehabilitation of electricity distribution networks serving war-affected towns and villages and (2) USAID's new Economic and Community Revitalization Activity (ECRA) focuses on:

  1. loans and grants to community-based economic programs that create jobs and economic activity;
  2. technical assistance on community reintegration in return areas;
  3. training on information exchange and direct contacts to increase the rate of cross-border returns;
  4. technical assistance improving access to housing for returnees, displaced persons and "settlers" using market-based approaches. (No direct construction is supported through this program)

Planned FY 2003 Program: USAID resources requested in this Budget Justification will continue to fund the activities described above. The funding of CIRP will be completed and ECRA will be incrementally funded. There may be an expansion of the housing voucher program and loan guarantee program if the demonstration activities are successful.

Performance and Results: The CIRP implementing partner began work in February 2001. To date six infrastructure projects have been completed and 47 projects are in various stages of implementation. Of the 47, 12 are scheduled for completion by the end of December 2001. Projects include restoration of electricity in 14 clusters of villages, repair of 15 water systems, and 19 community buildings (schools and community centers).

The ECRA implementing partner, an U.S.-based humanitarian, Private Voluntary Organization (PVO), began work in June 2001 and has awarded six sub-grants to U.S. and Croatian organizations. All six mobilized and began to implement their programs in October 2001. Ten additional sub-grants to Croatian NGOs are in the final stages of negotiation with implementation of these programs scheduled to begin in January 2002. The housing demonstration project is presently in the design stages.

Principal Contractors, Grantees, or Agencies: The prime implementing partner for CIRP is the Louis Berger Group, Inc. under a contract. The prime implementing partner for ECRA is Mercy Corps International under a cooperative agreement. Urban Institute, implementing the house demonstration activity is a sub under the Mercy Corps International agreement.
