Runway Incursions:
A Cessna C210 crossed the hold line for Rwy 17 at Twy H and entered the intersection of Rwy 17 and Rwy 13. A SAAB SF34 on final to Rwy 13 was sent around.

An airport maintainence truck contacted ground control and requested to proceed on Txwy B, cross Rwy 17 and Rwy 22 to change a runway light on Rwy 13. Ground allowed the truck to continue along Txwy B and as requested. Control then cleared an aircraft to depart Rwy 13 while the truck was on the runway, working, due to lack of communication between controllers during position relief.

A Cessna C150 was issued taxi instructions to Rwy 17 at Intersection H, proceeded past the hold short line into the intersection of Rwy 17 and 13. A Cessna C172 on final was sent around. There was no loss of seperation.

Ground Control instructed a Beech BE20 to taxi to Rwy 17 via Twy H and M. It crossed Rwy 17 without authorization. A Beech BE35 on short final to Rwy 17 made a go-around and overflew the BE20.

The tower observed an unauthorized vehicle traveling northwest on Twy B. It turned right onto Twy N and crossed Rwy 13. A Cessna C172 on 1/4 mile final to Rwy 13 was sent around and a security vehicle intercepted the unauthorized vehicle.

Surface Incidents:
Aircraft #1 was cleared for takeoff on Rwy 17 from Txwy B. The aircraft departed from the taxiway.

Aircraft #1 was cleared for takeoff on Rwy 17 at Txwy B. The aircraft departed from the taxiway southeast bound, but did not conflict with other traffic.

Aircraft #1 was doing touch-and-gos on Rwy 17, then lost radio communication. Lightgun signals did not succeed in contacting the pilot. Other aircraft were sent around or turned to provide the required seperation. After completing several touch-and-gos without clearance the pilot taxied to the ramp and radioed the tower to advise he would be calling by telephone. The pilot had been a foreign student who had become overworked and oblivious to radio communications.

An aircraft entered movement area without authorization.

Aircraft #1 was instructed to hold short of Rwy 17, but departed without clearance. No other traffic involved.

Aircraft #1 departed Rwy 13 without clearance, no other traffic involved.

Aircraft #1 landed Rwy 35 that was marked closed and unlit. The tower attempted contact and issued red light but no contact was made. Pilot reported loss of electrical and landed.

A vehicle was observed on tower access road proceeding towards Txwy B at high speed. The vehicle then made a U-turn on Txwy B without clearance or authorization, but no conflicts were reported.

Aircraft #1 was instructed to taxi to Rwy 31 via Txwy B and hold short Rwy 35, but instead entered Rwy 35 without authorization. No loss of separation reported.

Aircraft #1 entered Rwy 17 without clearance, no conflicts reported.

A Beech A23 failed to follow ATC instructions and landed on closed portion of Runway 17/35, no conflicts reported.

A fuel truck entered Twy G without authorization. No conflicts reported.

A forklift crossed Rwy 35 via Twy G without authorization. No conflicts reported.

A Mooney MO20 was cleared to depart Rwy 17 on an intersection departure from Twy H. Local Control (LC) cancelled departure clearance for when he was observed lining up on Rwy 13. LC sent around a Cessna C130 on final and advised the Mooney he was on the wrong runway and instructed him to turn and line up on Rwy 17. He turned right to Twy B instead.

A pickup truck crossed Rwy 17 approach end. No conflicts reported.

A Piper PA28A taxied to Rwy 17 at Twy H for departure. The pilot crossed the intersection of Rwy 17 and Rwy 13 without authorization. No conflicts were reported.

A Mooney MO20P taxied to Rwy 17 at Twy B for departure according to clearence, but then crossed Rwy 17 without authorization. No conflicts were reported.

A Beech BE36 taxied to Rwy 17 at Twy H and initially passed Twy H. Ground Control issued instructions back to H and the Beech taxied into the intersection of Rwy 17 and Rwy 13, thinking he was on Rwy 13 at the requested departure point. GC instructed him to taxi off the runways. No conflicts were reported.
