INSTRUCTIONS REGARDING TELEPHONE, FACSIMILE, AND E-MAIL ACCESS

The telephone and facsimile numbers listed in this directory are given in international format. The "+" at the start of each number refers to whatever digits must be dialed in the country of origin in order to get an international access circuit. For calling within a country, this access code, the country code, and, possibly, the city/area code should not be dialed.

When "with attention line" appears at the end of an e-mail address, the text message should start with: "ATTENTION: [organization]: [named person]". Multiple attention lines can be used, but all should be grouped together and precede the start of the actual message.

PARTICIPATION

Participants in the CCSDS include "Member Agencies," "Observer Agencies," "Liaison Organizations," and "Associates."

Member Agencies

CCSDS Member Agencies are those Agencies who indicate a willingness to fully participate in CCSDS activities and provide the commensurate level of support. They shall notify their approval of the Charter and shall make their best effort to ensure the adherence of their internal Standards to the applicable Recommendations of the CCSDS.

Traditionally, CCSDS Member Agencies have been required to be governmental or quasi-governmental organizations. Traditionally, only one agency representing a given country or multinational organization has been allowed to participate as a Member Agency of the CCSDS. However, the number of such national or multinational agencies that may participate as Observer Agencies is not limited.

Only Member Agencies participate in the consensus process within the CCSDS. Each Member Agency is expected to name members to all technical panels. Member Agencies are also invited to submit concept or position papers for discussion within the panels.

Those Agencies wishing to become CCSDS Member Agencies should contact the CCSDS Secretariat for additional information.

Observer Agencies

CCSDS Observer Agencies are those Agencies who indicate a desire to participate in CCSDS activities but at a reduced level of effort. Observer Agencies are encouraged but not expected to make their best effort to ensure the adherence of their internal standards to the applicable Recommendations of the CCSDS.

Traditionally, only one agency representing a given country or multinational organization has been allowed to participate as a Member Agency of the CCSDS. However, the number of such national or multinational agencies that may participate as Observer Agencies is not limited.

Observer Agencies are encouraged, but not required, to contribute resources to the panels. Individuals from the Observer Agencies are invited to participate as technical experts.

Those Agencies wishing to become CCSDS Member Agencies should contact the Member Agency from their country or region for additional information. If a Member Agency does not exist for their country or region, Agencies may contact the CCSDS Secretariat for additional information.

Liaison Organizations

Liaison organizations are those governmental or private activities which have developmental programs in the areas of space-related data and information systems. Liaison status is open to non-commercial, standards-developing organizations operating in areas similar to those of the CCSDS.

Participation by Liaison organizations in panel meetings is encouraged. This participation will facilitate coordination among the organizations as well as promote the exchange of ideas, thereby improving the quality and acceptance of CCSDS products by the user community.

Liaison participation will be accorded by the technical panel chairperson. It is expected that this participation will be oriented more around a particular subject which is of particular interest to the Liaison organization as opposed to a standing involvement. The latter arrangement is, of course, not precluded. In consonance with these arrangements, the panel chairperson will provide to the Liaison organization any relevant material, including documents under development, which may be requested by the Liaison organization.

Those organizations wishing to become CCSDS Liaison Organizations should contact the CCSDS Secretariat for additional information.

Associates

CCSDS Associates are those scientific and industrial organizations desiring a formal tie with the CCSDS through which they can more closely monitor the technical document development process.

Associates may not directly participate in the document development process without the explicit approval of their sponsoring Agency. Associates may submit concept or position papers through their sponsoring Agency. However, they may not participate directly in panel discussions without the explicit approval of that Agency.

Those Agencies wishing to become CCSDS Member Agencies should contact the Member Agency from their country or region for additional information. If a Member Agency does not exist for their country or region, Agencies may contact the CCSDS Secretariat for additional information.
