  • December 26 – Federal Register Notice vol. 71 No. 247, FR Doc. E6-22049, announced the scheduled deployment of ACE and e-Manifest capabilities to all land border ports in the state of Vermont. Deployment to Vermont land border ports will begin in January 2007. ( ACE Federal Register Notices )

  • November 3 – The second ACE Exchange conference was held, October 30-November 3, 2006, in Tucson, Arizona. More than 450 importers and brokers, and more than 150 carriers attended. Opening remarks were delivered by CBP Commissioner W. Ralph Basham.
  • November 2 – ACE deployed at North Troy, Vermont.
  • November 1 – ACE deployed at Derby Line, I-95, in Vermont.
  • October 30 – ACE deployed at Derby Line, Rt.5, in Vermont.
  • October 27 – Federal Register Notice Vol. 71, No. 208, FR Doc. E6-17998 formally announced the implementation of mandatory electronic manifest (e-Manifest) filing. The ports immediately impacted include land border ports in the states of Washington and Arizona, as well as the following ports in the state of North Dakota: Pembina, Neche, Walhalla, Maida, Hannah, Sarles, and Hansboro. The requirement to submit e-Manifests at those ports immediately impacted will be implemented no earlier than 90 days from the date of publication of the notice, which would be January 25, 2007. Schedules detailing when additional ports will implement the policy will be announced via subsequent Federal Register Notices (FRNs), as well as on the CBP Modernization Web site, 90 days before each implementation.   • October 25 – ACE deployed at Beecher Falls and Norton, Vermont.

  • September 22 – ACE monthly payments reached 30 percent of adjusted total statement collections. A record $748.7 million in payments was collected via September 22, 2006 monthly statements.   • August 15 – The first ACE Exchange conference was held, August 15-17, 2006, in Chicago, Illinois, with more than 550 attendees comprised of importers, brokers, and carriers. The ACE Exchange was the first in a series of educational forums that CBP plans to hold in an effort to provide information on ACE and assist importers, brokers, and truck carriers in establishing ACE accounts.
  • August 10 - A successful Critical Design Review (CDR) was held for e-Manifest: Rail and Sea (M1) capabilities.   • July 25 - Federal Register Notice Vol. 71, No.142, FR Doc. E6-11849 announced the next groups, or clusters, of ports to allow the transmission of automated truck manifest data will be deployed in the state of New York. E6-8499, announced importers may use the ACE periodic payment process to pay estimated duties and fees when filing either a single entry or incremental entries involving split shipments, or a single entry or certain incremental entries involving unassembled or disassembled entities.   • June 2 – Federal Register Notice Vol. 71, No. 106 FR Doc. E6-8498 amends the regulations in title 19 of the Code of Federal Regulations to allow an importer of record, under certain conditions, to submit a single entry to cover multiple portions of a single entity which, due to its size or nature, arrives in the United States in separate shipments.
  • May 20 – ACE deployed at Otay Mesa, California.
  • May 18 – Federal Register Notice vol. 71, No. 96 FR Doc E6-7597 announced the CBP invitation for the general public and other Federal agencies to comment on an information collection requirement concerning the application to use ACE.
  • May 12 – ACE deployed at San Luis, Arizona.
  • May 11 – ACE deployed at Andrade, California.
  • May 10 – ACE deployed at Calexico and Tecate, California.
  • May 8 – A successful Critical Design Review (CDR) was held for the first group of ACE Entry Summary, Accounts, and Revenue (ESAR) features, called "A1," making way for construction to begin. The first of a multi-phased national deployment of ACE account management capabilities is expected in 2007. In the coming years, new account-based capabilities will enable U.S. Customs and Border Protection (CBP) and its trade partners to truly enter into a new electronic age. These enhanced account capabilities impacting virtually all CBP processes will bring about a dramatic, comprehensive change in the way CBP does business. Through the consolidation and integration to come with the expansion of account-based processing, CBP will further streamline its operations, re-evaluate business needs, and either reduce or eliminate altogether any redundant requirements to significantly decrease the amount of paper required to meet them.
  • May 4 – A successful Preliminary Design Review (PDR) was held for Electronic Manifest (e-Manifest): Rail and Sea features, the first phase of ACE Cargo Control and Release (CCR) capabilities, called "M1." More detailed design work may now begin. The new ACE CCR capabilities pave the way for all modes of transport to eventually make the switch to ACE e-Manifests and will provide a multi-modal manifest. The multi-modal manifest will allow CBP to eventually phase out and replace the four separate systems CBP currently uses. Importers, exporters, and transportation providers will eventually only have to use one system, ACE, to move goods into or through the United States using ships, planes, trains, trucks, and pipelines.   • April 29 – ACE deployed at World Trade Bridge, in Laredo, Texas, successfully completing ACE deployment across the entire southern border of the United States.

  • April 25 – Federal Register Notice Vol. 71, No. 79, FR Doc. E6-6188 announced the next ports to allow the transmission of automated truck manifest data: in Texas and New Mexico, including ports deployed in March 2006; in the cluster of ports encompassing Laredo, Texas and its bridges effective the month of April 2006; and in California the month of May 2006.   • April 22 – ACE deployed at Colombia Solidarity Bridge, in Laredo, Texas.
  • April 21– A record $510.7million in payments was collected via April 21, 2006 monthly statements, an increase of more than $100 million in one month. ACE monthly payments reached 25 percent of adjusted total statement collections. Total duties and fees paid since the first payment was made in July 2004 topped $4 billion, quadruple the amount since ACE reached the billion-dollar mark less than a year earlier in July 2005.   • April 6 – A successful Operational Readiness Review (ORR) was held for the first set of modernized Screening and Targeting (S&T) capabilities, called Screening Foundation, "S1." The modernized Screening Foundation may now be deployed in operational environments in the Automated Targeting System (ATS), establishing a centralized and standard data store for screening criteria while automating most data gathering.
  • April 6 – A successful Critical Design Review (CDR) was held for the second set of Screening and Targeting (S&T) capabilities, which covers targeting capabilities. Design approval paves the way for construction to begin on the Targeting Foundation ("S2 TF") and Targeting Platform (“S2 TP”).

  • March 29 – Federal Register Notice Vol. 71, No. 60, FR Doc E6-4571 announced that truck carriers who do not have ACE truck carrier accounts can use third parties to transmit truck manifest information on their behalf through Electronic Data Interchange (EDI) messaging.   • January 20 – Federal Register Notice Vol. 71, No. 17, FR Doc. 06-529 announced CBP will no longer require Automated Clearing House (ACH) credit participants to initiate payment earlier than the 15th working day of the month as required by a FRN published on August 8, 2005.
