  • Mission/Definitions

    More than 160 universities and colleges across the country are presently parties to the NASA-Ames University Consortium Agreement. The agreement provides opportunities for the reciprocal use of services, personnel, equipment and facilities between the multi-disciplinary NASA-Ames Research Center at Moffett Field, California, and the member institutions.

    Under the umbrella of the Consortium Agreement, specific project Interchanges are developed for the mutual benefit of the participating university and the Center. Interchanges may be initiated either by the Center or by a participating university and the Center.

    Joint Research Interchanges (JRI’s) constitute the greatest number of arrangements under the Consortium. Each year numerous faculty and students work closely with Ames scientists on projects of mutual interest. Research is undertaken in a wide variety of disciplines related to Ames’ missions in aeronautics, life sciences, information technology, planetary and space sciences, astronomy and applications of science and technology to national needs.

    Through a JRI, universities may be partially reimbursed for costs of their participation in such research activities. Examples of costs allowable under JRI’s are:

    The arrangements under the Consortium are intended to foster both the attainment of the educational goals of the participating insitutions and the attainment of the research goals of the Federal laboratory. Interchanges are cooperative agreements. They are intended for modest projects which combine the property, money, skill and knowledge of NASA and the participating university for the production of research of mutual benefit. A JRI may not be budgeted for more than $95,000 per year and may not exceed two years in length. The project may be carried out either at Ames Research Center or at the university or at both sites.

    A variety of other activities may be developed under the Consortium. These include temporary assignments under the aegis of the Intergovernmental Personnel Act (IPA). Under these arrangements, Ames Research Center reimburses the university for salary, benefits and other related costs of faculty who spend a period of time working at Ames. It is also possible for Ames’ personnel to be assigned to universities and other government agencies. Loans of Ames’ equipment to universities may also be done through the Consortium.

    General Information

    A. Use of the Joint Research Interchange

    A Joint Research Interchange may be proposed when NASA and a university elect to combine property, funds, efforts, skill and knowledge to accomplish research.

    B. Special Criteria

    At least one of the following criteria should be met during the course of the research:

    1. a university collaborator will be at NASA-Ames Research Center for a minimum period of two weeks during any project year; or

    2. a NASA-Ames collaborator will be at the participating university for a minimum period of two weeks during any project year; or

    3. one or more university students performing research within the scope of this proposal will be at NASA-Ames Research Center for a minimum period of one month during any project year; or

    4. reports or publications of the research shall be authored jointly by NASA-Ames and niversity collaborators.

    C. Special Participation Understandings

    1. Funds for the support of an interchange are allocated by the Ames collaborator from his or her organizational research budget.

    2. Not more than $95,000 in Federal funding per agreement year may be approved for expenditure on any one Joint Research Interchange. A maximum duration of two years is allowable.

    3. Project administration costs may be included in an interchange budget in an amount not to exceed 20% of total direct costs for projects which will primarily be performed at the site of the university, and 10% when the research will primarily be performed at another site(s).

    4. The period of performance of the interchange should allow sufficient time for delivery of the final technical report. The final 20% of the total allotted funds is withheld until all required final reports are received.

    D. Preparation and Submission of Proposals

    1. The forms section should be used for preparation of JRI proposals.

    2. There are no deadlines for submission of proposals. However, participating universities are advised to submit proposals at least three months prior to the proposed starting date of the JRI performance period.

    3. An original plus two copies should be submitted. Please note that signed certifications regarding lobbying, debarment and drug-free workplace are required at the time of proposal submission. Address proposals to:

  • PROPOSAL PREPARATION FORMS

    JRI Forms

    Grantees may authorize a one-time extension of the expiration date of up to 12 months if additional time beyond the established expiration date is required to assure adequate completion of the original scope of work with the funds already made available. The grantee shall notify the NASA-Ames Grant Officer, in writing, providing supporting reasons for the extension and the revised extension date. This notification must be received by NASA-Ames at least 10 days prior to the original expiration date of the agreement. Additional requests for no-cost extensions (still within the 12 month limit but submitted after expiration of the agreement) require prior approval by the NASA-Ames technical monitor.

    Any approved no-cost extension will be issued by a NASA-Ames Grants Officer in the form of an amendment to the grant specifying a new expiration date. Grantees are cautioned not to make new commitments or incur new expenditures after the expiration date in anticipation of a no-cost extension.

    The following reports are required to close out grants and cooperative agreements per the NASA Research Grant handbook (NPG 5800.1D, part 1260.75 Section F)

    a. Summary of Research
    b. Final report of inventions and subcontracts
    c. Final Federal cash transactions report (SF 272)

    d. Final property inventory

    These reports shall be submitted by the grantee within 90 days after the expriration date of the agreement. Three copies of each report should be submitted to the University Consortium Office.

    The summary of research must reference the interchange by number and, in some agreements, is required to be co-authored. Citation of publications resulting from the research, or abstracts thereof, may serve as all or part of this report.
