24-Hour Carry
Commissioner Kelly's Message

(01/13/2000)
In our ongoing efforts to enhance personal safety and professionalism in the ranks of the U.S. Customs Service, I am authorizing the 24-hour carry of service-issued side arms by Inspectors, Canine Enforcement Officers, Seized Property Officers and Seized Property Custodians at selected locations. After an assessment at these locations, I intend to extend 24-hour carry to Customs officers nationwide as soon as possible.

Training will commence next month, beginning February 15, for firearms instructors and others who, in turn, will instruct personnel regarding the new 24-hour carry policy. Let me emphasize that 24-hour carry will be voluntary, not mandatory.

Training, accountability, arrest authority, new uniformed appearance, new vehicle markings: all of these efforts, large and small, are aimed at making U.S. Customs second to none in American law enforcement. Twenty four-hour carry is another step in that direction.
