CULTURAL & DEMOGRAPHIC DATA METADATA Federal Geographic Data Committee Subcommittee on Cultural and Demographic Data OVERVIEW This document provides a common set of terminology and definitions for metadata for cultural and demographic data sets. The information is presented in six sections: (1) Content Standards Presents the components of cultural and demographic metadata and defines all data elements and their inclusion rules. (2) Data Element Outline An easy-to-follow format which outlines all data elements by name and lists their inclusion rules, types, and domains. (3) Production Rules. Symbology and type definitions. Provides rules for producing metadata. (4) Data Definitions. Definitions for keywords of each data element's domain. (5) Data Element Translation Table Numeric equivalents for data element names. Their use allows for ease of data exchange and storage. (6) Metadata Example. A small cultural and demographic data set and accompanying metadata. CONTENT STANDARDS METADATA COMPONENTS Cultural and demographic data Metadata contains six components: 1. Identification/General_Information (mandatory) 2. Themes (mandatory) 3. Geographic_Information (mandatory) 4. Temporal_Information (mandatory) 5. Source/Lineage (mandatory) 6. Data_Quality (mandatory) The Content Standards section of this document describes the six components. Each contains unique data elements defining the component's information content. Data elements are listed by name in the order in which they should appear. The inclusion rule, a definition, and a verbal usage description is provided for each data element. In addition to component-specific data elements, one data element may be included in any or all of the six components. This data element is Tag (optional). Tag allows the data set producer to include additional information or identifiers for internal reference purposes at any location(s). Tag information need not be explained to nor necessarily understood by the general consumer of the metadata. Tag allows the data set producer to interpret or translate the common set of metadata terminology and definitions to the data set producer's unique terminology within the metadata itself. Metadata consumers may ignore Tag data elements and successfully obtain all information for a cultural and demographic data set. CONTENT STANDARDS IDENTIFICATION 1. Identification/General_Information (mandatory). Provides basic information about the data set including citation (referencing) information, a brief description of the data set, whom to contact for further information, access/use/security restrictions, and obtaining the data set. Identification/General_Information consists of: 1. Data_Set_Citation (mandatory). The recommended reference to be used for the data set, consisting of: 1. Data_Set_Originator (mandatory). The name of the organization or individual that developed or is developing the data set. 2. Data_Set_Origination_Date (optional). The date the originator made or will make the data set available for use. 3. Data_Set_Origination_Time (optional). The time of day the originator made or will make the data set available for use. 4. Data_Set_Title (mandatory). The name by which the data set is or will be known. 5. Data_Set_Version (mandatory if more than one version of the data set was or is being developed). The version of the title of the data set. 6. Data_Set_Series_Information (mandatory if the data set is a part of a series). Identifies the series publication of which the data set is or will be a part, and consists of: 1. Series_Name (mandatory if the data set is part of a series). The name of the series publication of which the data set is or will be a part. 2. Series_Issue (mandatory if the data set is part of a series). Information identifying the issue of the series publication of which the data set is or will be a part. 2. Data_Set_Description (mandatory). A characterization of the data set including its intended use and limitations, consisting of: 1. Abstract (mandatory). A brief narrative summary of the data set. 2. Purpose (optional). A summary of the intentions with which the data set was developed. 3. Supplemental_Information (optional). Other descriptive information about the data set such as optional uses. 3. Data_Set_Contact (optional). The person/organization able to provide further information for the data set, consisting of: 1. Point_of_Contact (optional). Contact information for an individual or organization that is knowledgeable about the data set. Provide either Primary_Contact_Person or Primary_Contact _Organization, dependent upon whether the person or organization has the more significant association to the data set. Point_of _Contact consists of: 1. Primary_Contact_Person (optional; provide either Primary_Contact_Person or Primary_Contact Organization). A person associated with the data set, consisting of: 1. Contact_Person (optional). The name of the individual. 2. Contact_Organization (optional). The name of the organization with which the Contact_Person is associated. 2. Primary_Contact_Organization (optional; provide either Primary_Contact_Person or Primary_Contact Organization). The organization associated with the data set, consisting of: 1. Contact_Organization (optional). The name of the organization. 2. Contact_Person (optional). The name of the individual associated with the Contact_Organization. 3. Contact_Title (optional). The title of the person within the organization to whom inquiries may be addressed. 3. Contact_Address (optional). The mailing address to which inquiries concerning the data set may be sent. 4. Contact_Voice_Telephone (optional). The telephone number by which individuals can speak to the organization or individual. 5. Contact_TDD_TTY_Telephone (optional). The telephone number by which hearing-impaired individuals can contact the organization or individual. 6. Contact_Facsimile_Telephone (optional). The telephone number of a facsimile machine of the organization or individual. 7. Contact_Electronic_Mail_Address (optional). The address of the electronic mailbox of the organization or individual. 8. Hours_of_Service (optional). Time period when individuals can speak to the organization or individual. 9. Contact_Instructions (optional). Supplemental instructions on how or when to contact the organization or individual. 4. Data_Set_Use_Limitations (mandatory). The status of access limitations, use limitations, or security restrictions applicable to the data set. If the data set producer selects the keywords "None", "Not Applicable", or "Unknown" the remaining data elements need not be completed; alternately, if the data set producer selects the keyword "Applicable" all the data elements must be completed ("None", "Not Applicable" and "Unknown" are valid data elerments keyword selections.) Data_Set_Use_Limitations consists of: 1. Access_Contraints (mandatory if "Applicable" is the selected Data_Set_Use_Limitations keyword). Restrictions and legal prerequisites for accessing the data set. These include any access constraints applied to assure the protection of privacy or intellectual property, and any special restrictions or limitations on obtaining the data set. 2. Use_Constraints (mandatory if "Applicable" is the selected Data_Set_Use_Limitations keyword). Restrictions and legal prerequisites for using the data set after access is granted. These include any access constraints applied to assure the protection of privacy or intellectual property, and any special restrictions or limitations on obtaining the data set. 3. Security_Information (mandatory if "Applicable" is the selected Data_Set_Use_ Limitations keyword). Handling restrictions imposed on the data set because of national security, privacy, or other concerns. If the data set producer selects the keywords "None", "Not Applicable", or "Unknown" the remaining data elements need not be completed; alternately, if the data set producer selects the keyword "Applicable" all the data elements must be completed ("None", "Not Applicable" and "Unknown" are valid data element keyword selections.) Security_Information consists of: 1. Security_Classification_System (mandatory if "Applicable" is the selected Security_Information keyword). Name of the classification system. 2. Security_Classification (mandatory if "Applicable" is the selected Security_Information keyword). Name of the handling restrictions on the data set. 3. Security_Handling_Description (mandatory if "Applicable" is the selected Security_Information keyword). Additional information about the restrictions on handling the data set. 5. Data_Set_Progress (optional). The state of the data set, if in development. 6. Data_Set_Maintenance_and_Update_Frequency (optional). The frequency with which changes and additions are made following the Data_Set _Origination_Date. 7. Data_Set_Distribution_Information (optional). Information pertinent to obtaining a copy of the data set. 1. Distributor_Contact (optional). The person/organization o responsible for data set distribution. If the Distributor_Contact information is identical to and described in this section's Data_Set_Contact data element, the data set producer may elect to reference that entry rather than repeat the information. For example, "See Data_Set_Contact." Alternately, the data set distributor may elect to complete the following data elements: 1. Point_of_Contact (optional). Contact information for an individual or organization that is knowledgeable about distributing the data set. Provide either Primary_Contact Person or Primary_Contact_Organization, dependent upon upon whether the person or organization has the more significant association to the data set. Point_of_Contact consists of: 1. Primary_Contact_Person (optional; provide either Primary_Contact_Person or Primary_Contact Organization). A person associated with the data set, consisting of: 1. Contact_Person (optional). The name of the individual. 2. Contact_Organization (optional). The name of the organization with which the Contact_Person is associated. 2. Primary_Contact_Organization (optional; provide either Primary_Contact_Person or Primary_Contact Organization). The organization associated with the data set, consisting of: 1. Contact_Organization (optional). The name of the organization. 2. Contact_Person (optional). The name of the individual associated with the Contact_Organization. 3. Contact_Title (optional). The title of the person within the organization to whom inquiries may be addressed. 3. Contact_Address (optional). The mailing address to which inquiries concerning the data set may be sent. 4. Contact_Voice_Telephone (optional). The telephone number by which individuals can speak to the organization or individual. 5. Contact_TDD_TTY_Telephone (optional). The telephone number by which hearing-impaired individuals can contact the organization or individual. 6. Contact_Facsimile_Telephone (optional). Contact_Instructions (optional). Supplemental instructions on how or when to contact the organization or individual. 2. Distributor_Resource_Description (optional). The identifier by which the distributor knows the data set. 3. Distribution_Liability (optional). A statement of the liability assumed by the distributor. 4. Standard_Order_Process (optional). The common ways in which the data set may be obtained or received, and related instructions and fee information, consisting of: 1. Non-digital_Form (optional).. The description of options for obtaining the data set on non-computer-compatible media. 2. Digital_Form (optional). The description of options for obtaining the data set on computer-compatible media. Reference the Content Standards for Digital Geospatial Metadata, Section 6.4.2.2 for pertinent information which the data set producer may decide should be included in this free_text description. 5. Fees (optional). The fees and terms for retrieving the data set. 6. Ordering_Instructions (optional). General instructions and advice about and special terms and services provided for, the data set by the distributor. 7. Turnaround (optional). Typical turnaround time for the filling of an order. 8. Custom_Order_Process (optional). Description of custom distribution services available, and the terms and conditions for obtaining these services. 9. Technical_Prerequisites (optional). Description of any technical capabilities that the consumer must have to use the data set in the form(s) provided by the distributor. 10. Data_Set_Availability_Date (optional). The date (single date), dates (multiple dates) or timeframe (range of dates between which) the distributor made or will make the data set available for distribution. CONTENT STANDARDS THEMES 2. Themes (mandatory). Describes the cultural and demographic content of the data set and consists of: 1. Major_Theme (mandatory). A keyword or phrase identifying a major component or main-topic of the cultural and demographic content of the data set. A minimum of one Major_Theme per data set must be listed; multiple Major_Themes may additionally be listed. A Major_Theme consists of: 1. Definitions_Classifications (mandatory). A verbal description defining terms and/or the data set classification system(s) or a reference to their location. The reference may be either printed material or another data set. If definitions and/or classification system(s) are identical to and described in the Source_Information Section's Definitions_Classifications data element, the data set producer may elect to reference that entry rather than repeat the information. For example, "See Source_ Information." 2. Minor_Theme (optional). A keyword or phrase describing a specific minor component or sub-topic of either the Major_Theme or previous-level Minor_Theme(s). Minor_Themes may be either grouped at one level (same-level entries) or nested (describe previous-level entries) Nesting of Minor_Themes allows the data set producer to continue elaborating on previous-level entry(s) until it is felt the component of the cultural and demographic content has been adequately described. 3. Computed_Value (optional). A means of indicating data set data value are computed values. When using Computed_Value, the data set producer specifies the components of the Computed_Value and their relationship. For example, "persons per square acre." Scalars [see below] may be explicitly identified within the Computed_Value, in this case Scalar is no longer a mandatory entry. For example for the Computed_Value "persons (in thousands) per square acre" Scalar need not be additionally listed. 4. Scalar (mandatory if data set data values are not actual data values). A factor which allows data users to determine actual data values when applied to the data set data values. For example, "in thousands.". Scalar, if applicable, is the final entry of a Major_Theme and its subsequent (nested) Minor_Theme(s) entry(s). CONTENT STANDARDS GEOGRAPHIC_INFORMATION 3. Geographic_Information (mandatory). Describes the geographic universe of the data set and consists of: 1. Geographic_Extent (mandatory). A keyword or phrase specifically describing the maximum geographic coverage of the data set. For example, "United Sates", "The World", "North America." If the Geographic_Extent is a window or zone rather than a geographic entity, the data set producer should adequately identify the window or zone. For example, "UTM Zone 13." Adequate identification may consist of a reference to the Geographic_Extent_Bounding_Coordinates. 2. Geographic_Extent_Bounding_Coordinates (mandatory if "Geographic _Extent_Bounding_Coordinates" is the selected Geographic_Extent keyword). The limits of coverage of the Geographic_Extent (i.e. minimum/maximum latitude/longitude) providing a window into the data set. The Geographic_Extent_ Bounding_Coordinates consists of: 1. West_Bounding_Coordinate (mandatory if "Geographic_Extent _Bounding_Coordinates" is the selected Geographic_Extent keyword). Western-most coordinate of the Geographic_Extent expressed in longitude. If the data set includes a complete band of latitude around the earth, the West_Bounding_Coordinate is assigned the value -180.0. 2. East_Bounding_Coordinate (mandatory if "Geographic_Extent _Bounding_Coordinates" is the selected Geographic_Extent keyword). Eastern-most coordinate of the Geographic_Extent expressed in longitude. If the data set includes a complete band of latitude around the earth, the East_Bounding_Coordinate is assigned the value 180.0. 3. North_Bounding_Coordinate (mandatory if "Geographic_Extent _Bounding_Coordinates" is the selected Geographic_Extent keyword). Northern-most coordinate of the Geographic_Extent expressed in latitude. 4. South_Bounding_Coordinate (mandatory if "Geographic_Extent _Bounding_Coordinates" is the selected Geographic_Extent keyword). Southern-most coordinate of the Geographic_Extent expressed in latitude. 3. Geographic_Type (mandatory). A keyword describing the type of geographic entities/areas for which data is collected/analyzed/ presented. One Geographic_Type per data set must be identified; multiple Geographic_Types, not to exceed a maximum of the three available Geographic_Types, may be identified. For each Geographic_Type, the data set producer may include: 1. Geographic_Unit (optional). A keyword describing the specific geographic entities/areas of the Geographic_Type for which at least one (and possibly many or all) data values are collected/ collected/analyzed/presented. Multiple Geographic_Units may be identified. If data coverage within the Geographic_Extent for a Geographic_Unit is either incomplete or partial, the data set producer specifically lists, either my name or by recognized identification system, all of the areas for which data is not available. The method by which all the areas are listed precedes the actual list: 1. Missing_Geographic_Unit_Identifier (mandatory if data coverage is incomplete or partial). A keyword or phrase describing the system for identifying the missing geographic units. 2. Missing_Geographic_Unit (mandatory if data coverage is incomplete or partial). One identifier for each missing geographic unit. Examples: a. If the Geographic_Extent is "California", the Geographic _Type is "Legal, Administrative" and the coverage is partial for the Geographic_Unit "County", a provided listing of "FIPS st/cty code" "06041" "06081" indicates data is included for all California counties excepting Marin and San Mateo. b. If the Geographic_Extent is "United States", the Geographic _Type is "Statistical, Thematic", and the coverage is complete for the Geographic_Unit "Congressional District" no list is provided. CONTENT STANDARDS TEMPORAL_INFORMATION 4. Temporal_Information (mandatory). Information about the dates and times of data set events consisting of: 1. Time_Period_of_Content_Type (mandatory). A keyword or phrase describing generally the time period of the data set's collection. The data set producer also includes: 1. Time_Period_of_Content (mandatory). Either a single date or a range of dates and/or a single time or a range of times as indicated by the Time_Period_of_Content_Type specifying the data set's collection component. If the Time_Period_of_Content consists of more than one instance of data set collection, the data set producer additionally includes: 1. Time_Intervals_of_Content (mandatory if Time_Period_of _Content consists of multiple instances of data collection). A keyword describing the intervals between data set events within the Time_Period_of_Content. 2. Data_Set_Event (optional). A keyword or phrase describing a data set event for which the data set producer wishes to include a temporal frame of reference. For each Data_Set _Event, the data producer additionally includes: 1. Time_Period_of_Data_Set_Event_Type (mandatory for each included Data_Set_Event). A keyword or phrase describing generally the time period of the data set's event. The data set producer also includes: 1. Time_Period_of_Data_Set_Event (mandatory for each Data_Set_Event). Either a single date, multiple date, or a range of dates and/or single time, multiple time, or a range of times as indicated by the Time_Period_of_Data_Set_Event_Type specifying the data set event's temporal component. If the Time _Period_of_Data_Set_Event consists of more than one instance of the data set event, such as multiple analysis/presentation time periods, the data set producer additionally includes: 1. Time_Intervals_of_Data_Set_Event (mandatory if Time_Period_of_Data_Set_Event consists of multiple instances of data set events). A keyword describing the intervals between data set events within the Time_Period_of_Data_Set_Event. CONTENT STANDARDS SOURCE/LINEAGE_INFORMATION 5. Source/Lineage_Information (mandatory). Source and additional lineage information including all data manipulations and classifications from initial data collection through the current release of the data set consisting of: 1. Source/Lineage_Status (mandatory). A keyword indicating the data producer's overall knowledge of the Source/Lineage_Information. The keyword "Unknown" indicates the data producer has no knowledge and the remaining data elements need not be completedl If the data set producer has at least limited knowledge they may elect to complete either the Source_Type or the Lineage_Spatial_Metadata component, indicating their choice by using either the keyword "Source_Type" or the keyword "Lineage_Spatial_Metadata." 1. Source_Type (mandatory if "Source_Type" is the selected Source _Status keyword). A keyword describing the organization or individual that collected or is collecting the data (or, alternately, produced or is producing another data set from which the data is extrapolated.) As the data set may be an aggregate of data collected either by the data set producer or other organizations/individuals, multiple Source_Types may be necessary to fully identify all sources of data. For each unique Source _Type, the data set producer completes all of the following data elements "Unknown" or "Not Applicable" are acceptable keywords to the data elements, consisting of: 1. Data_Source (mandatory). The name of an organization or individual that collected or is collecting the data. 2. Data_Publication_Date (mandatory). The date the Data_Source made or will make the data available for use. 3. Data_Publication_Time (mandatory). The time of day the Data_Source made or will make the data available for use. 4. Data_Title (mandatory). The name by which the data is or will be known. 5. Data_Medium (mandatory). The medium of the data set. 6. Data_Version (mandatory). The version of the title of the data. 7. Data_Series_Information (mandatory). Indicates if the data set is or will be part of a series publication. 1. Series_Name (mandatory).. The name of the series publication of which the data set is or will be a part. 2. Series_Issue (mandatory). Information identifying the issue of the series publication of which the data set is a part. 8. Definitions_Classifications (mandatory). Information defining terms and/or the data classification system(s). If Definitions_Classifications has been referenced in the Themes section Definitions_Classifications data element, "Unknown" or "Not Applicable" keywords may not be used to complete this section. Definitions_Classifications may consist of the definitions/classification system(s) or a reference to their location. The reference may be to either printed material or a data set. 2. Lineage_Spatial_Metadata (mandatory if "Lineage_Spatial_Metadata" is the selected Source_Status keyword). Information about the events, parameters, and source data which constructed the data set, and information about the responsible parties. The data set producer completes all of the following data elements. "Unknown" or "Not Applicable" are acceptable keywords to the data elements, consisting of: 1. Source_Information (mandatory). Sources and a short discussion of the information contributed by each consisting of: 1. Source_Citation (mandatory). Reference for a data set. 2. Source_Scale_Denominator (mandatory). The denominator of the representative fraction on a map (for example, on a 1:24,000-scale map, the Source_Scale_Denominator is 24000). 3. Type_of_Source_Media (mandatory). The medium of the source data set. 4. Source_Time_Period_of_Content (mandatory). The time period(s) for which the source data set corresponds to the ground. The data set producer should additionally include: 1. Source_Currentness_Reference (mandatory). The basis on which the Source_Time_Period_of_Content of the source data is determined. 5. Source_Citation_Abbreviation (mandatory). A short-form alias for the source citation. 6. Source_Contribution (mandatory). A brief statement identifying the information contributed by the source to the data set. 2. Process_Step (mandatory). Information about a single event, consisting of: 1. Process_Description (mandatory). An explanation of the event and related parameters or tolerances. 2. Source_Used_Citation_Abbreviation (mandatory). The Source_Citation_Abbreviation of a data set used in the processing step. 3. Process_Date (mandatory). The date when the event was completed. 4. Process_Time (mandatory). The time when the event was completed. 5. Source_Produced_Citation_Abbreviation (mandatory). The Source_Citation_Abbreviation of an intermediate data set that (1) is significant in the opinion of the data producer, (2) is generated in the processing set, and (3) is used in later processing steps. 6. Process_Contact (mandatory). The person/organization responsible for the processing step information.,including: 1. Point_of_Contact (mandatory). Contact information for an individual or organization that is knowledgeable about the data set. Point_of_Contact consists of: 1. Primary_Contact_Person (mandatory). A person associated with the of the data set. The data set producer should provide either the Primary_Contact _Person or the Primary_Contact_Organization, dependent upon whether the person or organization has the more significant association to the data set. Primary_Contact_Person consists of: 1. Contact_Person (mandatory). The name of the individual. 2. Contact_Organization (mandatory). The name of the organization with which the Contact_Person is associated. 2. Primary_Contact_Organization (mandatory). The organization associated with the data set. The data set producer should provide either the Primary_Contact_Person or the Primary_Contact _Organization, dependent upon whether the person or organization has the more significant association to the data set. Primary_Contact _Organization consists of: 1. Contact_Organization (mandatory). The name of the organization. 2. Contact_Person (mandatory). The name of the individual associated with the Contact _Organization. 3. Contact_Title (mandatory). The title of the person within the organization to whom inquiries may be addressed. 3. Contact_Address (mandatory). The mailing address to which inquiries concerning the data set may be sent. 4. Contact_Voice_Telephone (mandatory). The telephone number by which individuals can speak to the organization or individual. 5. Contact_TDD_TTY_Telephone (mandatory). Contact_Instructions (mandatory). Supplemental instructions on how or when to contact the organization or individual. CONTENT STANDARDS DATA_QUALITY 6. Data_Quality (mandatory). The data set producer's general assessment of the quality of the data set, consisting of: 1. Data_Quality_Status (mandatory). A keyword indicating the data set producer's knowledge of the Data_Quality component. The keyword "Unknown" indicates the data producer has no knowledge and the remaining data elements need not be completed. If the data producer has at least limited knowledge all of the following data elements must be completed. "Unknown" or "Not Applicable" are acceptable responses to any of the data elements consisting of: 1. Content/Attribute_Accuracy (mandatory). The data set producer's assessment of the accuracy of the identification of the identification of the entities and assignment of content classifications/attributes in the data set, consisting of: 1. Quantitative_Attribute_Accuracy_Assessment (mandatory). A value assigned to summarize the accuracy of the identification of the entities and assignments of content classifications/attributes in the data set and the identification of the test that yielded the value, consisting of: 1. Attribute_Accuracy_Value (mandatory). An estimate of the accuracy of the identification of the entities and assignments of content classifications/attributes in the data set. 2. Attribute_Accuracy_Explanation (mandatory). The identification of the test that yielded the Attribute _Accuracy_Value. 2. Logical_Consistency_Report (mandatory). An explanation of the fidelity of the relationships in the data set and the tests used. 3. Completeness_Report (mandatory). Information about the omissions, selection criteria, generalization, definitions used, and other rules used to derive the data set. 4. Positional_Accuracy (mandatory). An assessment of the accuracy of the positions of spatial objects, consisting of: 1. Horizontal_Positional_Accuracy (mandatory). An estimate of accuracy of the horizontal positions of the spatial objects, consisting of: 1. Horizontal_Positional_Accuracy_Report (mandatory). An explanation of the accuracy of the horizontal coordinate measurements and a description of the tests used. 2. Quantitative_Horizontal_Positional_Accuracy_Assessment (mandatory). Numeric value assigned to summarize the accuracy of the horizontal coordinate measurements and the identification of the test that yielded the value, consisting of: 1. Horizontal_Positional_Accuracy_Value (mandatory). An estimate of the accuracy of the horizontal coordinate measurements in the data set expressed in (ground) meters. 2. Horizontal_Positional_Accuracy_Explanation (mandatory). The identification of the test that yielded the Horizontal_Positional_Accuracy_Value. 2. Vertical_Positional_Accuracy (mandatory). An estimate of accuracy of the vertical positions of the spatial objects, consisting of: 1. Vertical_Positional_Accuracy_Report (mandatory). Sediments -Material suspended in water or in air or the material deposited onto the surface underlying this water or air. Sex Composition - The composition of a population according to the number or proportion of males to females within single year ages or age categories. Sex is often reported in terms of Age-Sex Composition. Shellfish - An aquatic animal having a shell or shell-like exoskeleton. Shipbuilding - The business of constructing ships. Shipments - The act of shipping goods or the goods and cargo shipped. Site - A contiguous property unit, land, or plot of ground. Size - The physical dimensions, proportions, magnitude,or extent of something. Space Program - The name given a country's efforts of space exploration. The United States Space Program refers to the expenditures, agencies, efforts, and goals of space exploration. Students - Persons attending a school, college, or university. Subscriptions - A purchase made by signed order, as for a periodical for a specified period of time or for a series of performances. Subsistence - The level of living just sufficient to maintain a productive population. Subsistence is implicitly based on nutritional standards. Sunshine - The radiant energy, especially heat and visible light, emitted by the sun. Sunshine is often expressed in terms of number of days or hours. Supply, Demand - The amount of a commodity potential purchasers would like to buy. Tax - A charge levied by a government against the income of an individual, corporation, or other profit-making center of activity. Temperature - The hotness or coldness of a body expressed in degrees Celsius (or centigrade) or in degrees Fahrenheit. Tourism - The practice of traveling for pleasure and the business of providing tours and services for tourists. Trade Origin, Destination - Trade origin is the location from which a product was shipped. Trade Destination is the final location to which the product is shipped. Traffic Hubs - Centers of travel. Companies often maintain these central locations through which the majorityof their routes pass as a means of cost containment. Transactions - Agreements between two or more parties that establish a legal obligation. Travel - To go from one place to another; to journey. Travelers - Persons who travel. Type - To classify according to a shared trait or characteristic which distinguishes an identifiable group, kind, or category. Unemployment - A condition of not being employed. According to the U.S. Govennment, unemployment is the condition of a member of the labor force who seeks work but does not find it. Urban - Associated with large aggregates of people or with their typical institutions and way of life. In official statistics, urban delimits places classified principally by population size and/or civil status. Usage, Utilization - Usage is the action or amount of using. Utilization is the state of being used. Value - The worth of property, goods, services, and so on. Value is the purchasing power. Value Added - The part of the value of produced goods that is developed in a company. Value added is determined by subtracting from sales the costs of materials and supplies, energy, contract work, and so on. Vehicles - A device for carrying passengers, goods, or equipment. A common conveyance or vehicle is the automobile. Vessels - A craft designed to navigate on the water, also an airship. Veterans - Persons who have been members of the armed forces of their country whom are not currently serving on active duty. In the United States, veterans include former U.S. Army, Air Force, Navy, Marine Corps, and Coast Guard personnel, or persons who served as Merchant Marine seamen during WWII. Veterans also include persons serving in the National Guard or Military Reserves only if they were ever called or ordered to active duty. Veterans Affairs - All procedures, actions, and occasions pertaining to veterans. Victims - Persons whom crimes are committed against or whom are injured or die under any of various conditions. Visitation - Official visits, often for the purposes of inspection, or the legal right to visit. Volume - A measure of the space occupied by an object. Vote Cast - The number of votes which are Voters - Persons making a formal expression of preference for a candidate for office or for a proposed resolution of an issue; those persons who actively participate in voting and cast a vote. Wages, Earnings - Compensation of employees who receive a stated sum per piece, hour, day, or any other unit or period; generally refers to all compensation paid including salaries. Waste - The damaged, defective, or superfluous materials produced by a manufacturing process, or refuse from places of human or animal habitation. Wildfires - A fire that travels and spreads rapidly. Wind Speed - Years Completed - The number of years invested by a person in an activity; when applied to educational attainment refers to the highest grade of regular school attended and completed. DATA DEFINITIONS DOMAIN: GEOGRAPHIC_TYPE The following descriptions elaborate on each keyword in the domain. Hydrographic - Geographic areas whose boundaries are based on the properties, distribution, and circulation of water or are delineated by a Federal agency for hydrographic data collection/analysis/presentation. Legal, Administrative - Geographic areas whose boundaries result from charters, laws, treaties, or other administrative or governmental action. These geographic areas are either governed by elected officials or are without elected officials but created to administer elections and other governmental functions. Statistical, Thematic - Geographic areas whose boundaries are not legally defined and which have no governmental standing. These geographic areas are delineated by Federal agencies (most notably the Census Bureau) for either data tabulation purposes or to delineate thematically similar units. DATA DEFINITIONS DOMAIN: GEOGRAPHIC_UNIT The following descriptions elaborate on each keyword in the domain. GEOGRAPHIC_TYPE = HYDROGRAPHIC Coastal, estuarine waters - A unique geographic component of wetlands, this area consists of deepwater tidal habitats, tidal wetlands, and drainage channels adjacent to the sea in which the tide ebbs and flows. Drainage Basin- A geographic unit (valley) whose area contributes water to and is drained by a drainage system (one stream and its tributaries). Drainage basins are separated by divides. A drainage basin may also be referred to as a watershed; if so, technically the drainage rim is considered to be part of the watershed. National Water Quality Assessment (NAWQA) Program Study Site - Geographic units identified by the U.S. Geological Survey (USGS) for the purpose of monitoring water quality. The USGS divides the United States into 60 sites delineated on the basis of river basins, ground water, and/or political boundaries. Port - An area where ships may ride secure. The area often has facilities for the taking on and discharging of cargo from ships; the facilities may include a place where foreign goods are cleared through a customshouse and aliens are permitted to enter a country. Waterbody - A geographic area delineated by the extent of its surface water; no particular size criteria exists. Wetlands - A geographic unit containing lands transitional between terrestrial and aquatic systems where the saturation with water is the dominate factor in determining the nature of soil development and the Wetlands include a wide variety of areas; several classification schemes are used by Federal agencies/organizations. GEOGRAPHIC_TYPE = LEGAL, ADMINISTRATIVE Nation - An area under the jurisdiction of a sovereign government, excluding the United States. United States - The 50 states and the District of Columbia. Note: The following Legal, Administrative geographic entities/areas are recognized within the United States. A majority of the Geographic_Unit definitions are adapted from definitions included by the Census Bureau in its standard decennial census products: American Entity trust land(s) - American Indian Reservation (AIR) associated on- or off-reservation lands held in trust for either the tribe (tribal trust lands) or an individual tribe member (individual trust lands) by the Federal government. American Indian reservation - (AIR) A legal entity over which American Indians have governmental jurisdiction. The boundaries of AIRs were established by treaty, statute, and/or executive or court order and are identified by either the Bureau of Indian Affairs (BIA) for Federal reservations or the individual States for State reservations. American Indian reservation with trust land(s) - An AIR and its associated on- or off-reservation lands held in trust for either the tribe (tribal trust lands) or an individual tribe member (individual trust lands) by the Federal Government. Alaska Native village - (ANV) A local Alaskan governmental unit consisting of a tribe, band, clan, village, community, and association recognized pursuant to the Alaska Native Claims Settlement Act (ANCSA) with boundaries boundaries identified by an appropriate authority. Alaska Native Regional Corporation - (ANRC) A corporate entity established by the ANCSA. Alaska is divided into 12 ANRCs that cover the entire State, except for the Annette Islands Reserve. Boundaries are established by the Department of the Interior in cooperation with Alaska Natives. (A 13th ANRC without associated land area was established for Alaska Natives who are not permanent residents of Alaska.) Congressional district - (CD) An area established by State officials or the courts for the purpose of electing a person to the U.S. House of Representatives. Within each State, these areas must contain, as nearly as possible, an equal number of inhabitants. Consolidated city - An incorporated place that has combined its governmental functions with a county or subcounty entity but contains one or more other incorporated places that continue to function as local governments within the consolidated government. County - Primary legal subdivision of every State except Alaska (referred to as parishes in Louisiana.) The legal geographic unit county is expanded in this documentation to include the following statistically equivalent areas to provide "complete" national coverage: boroughs and census areas in Alaska which has no counties, cities that are independent (independent cities) of any county organization located in Maryland, Missouri, Nevada, and Virginia, that part of Yellowstone National Park in Montana, and the District of Colombia. Incorporated place - A governmental unit, incorporated under State law as a city, town (except in New England, New York, and Wisconsin), borough (except in Alaska and New York), or village, having legally prescribed limits, powers, and functions. Minor civil division - (MCD) Primary legal subdivision of 28 states, created to either govern to administer an area rather than a specific population. The several types of MCDs are identified as town, township, district, and both functioning and nonfunctioning governmental units. The legal geographic unit MCD is expanded in this documentation to include the following statistically equivalent areas to provide "complete" national coverage: census subareas in Alaska, census county divisions (CCD) delineated by the Census Bureau for statistical purposes in 21 states, and the District of Columbia. Neighborhood - A subarea within a local governmental unit, usually an incorporated place or county, having legally defined boundaries. Outlying Area - Areas, other than States and the District of Columbia, under the jurisdiction of the United States. For the 1990 Census, these areas included American Samoa, Guam, the Northern Mariana Islands, Palau, Puerto Rico, the Virgin Islands of the United States, and several small islands in the Caribbean Sea and the Pacific Ocean. (Outlying areas are considered statistically equivalent to States.) School district - The territory administered by the elected or appointed authorities of a State, county, or other local governmental unit to provide educational services to a resident population. State - Primary legal subdivision of the United States, including the District of Columbia as a statistically equivalent area. (Outlying Areas are also statistically equivalent, however, they are noted as a unique geographic entity/area in this documentation.) Trail - A cleared path, beaten track, or improved surface, as through woods or wilderness, not usually trafficked by vehicles because of width, conditions, or access restrictions. Voting district - (VTD) Any of a variety of areas, such as election districts, precincts, legislative districts, or wards, established by States and local governments for voting purposes. Also referred to as election precincts (EP) in the 1980 census. ZIP Code - An area encompassing a section of a street, a collection of streets, an establishment, a structure, a group of post office boxes, and so forth which is assigned the same 5-, 7- or 9-digit code by the U.S. Postal Service. GEOGRAPHIC_TYPE = STATISTICAL, THEMATIC Alaska Native village statistical area - (ANVSA) - A 1990 census entity that represents the densely settled extent of an ANV as delineated for the Census Bureau by officials of the ANRC in which the ANVSA is located, or by other appropriate officials. Block - The smallest entity for which the Census Bureau collects and tabulates decennial census information. Block group - (BG) A combination of census blocks that is a subdivision of a census tract (CT) or block numbering area (BNA). A BG consists of all blocks whose numbers begin with the same digit in a given CT or BNA. Census county division - (CCD) - A statistical subdivision of a county, established cooperatively by the Census Bureau and State and local government authorities, for the presentation of decennial census data in 21 states which do not have legally established MCDs or whose MCDs do not serve a legal or administrative governmental purpose, are not well known, have poorly defined boundaries, and/or have frequent boundary changes. Census designated place - (CDP) A statistical entity, defined for each decennial census according to Census Bureau guidelines, comprising a densely settled concentration of population that is not within an incorporated place, but is locally identified by a name. Known as unincorporated places for the 1940 through 1970 censuses. Census tract or block numbering area - (CT/BNA) A CT is a small, relatively permanent statistical subdivision of a county in a metropolitan area (MA) delineated by a local committee of census data users. CTs are designed to be relatively homogeneous units with respect to population characteristics, and usually contain between 2,500 and 8,000 inhabitants. A BNA is an area delineated by State officials or by the Census Bureau for the purpose of grouping and numbering decennial census blocks in counties or statistically equivalent entities in which census tracts have not been established. CTs and BNAs are equivalent in the Census Bureau's geographical hierarchy. Central city - The core incorporated city(ies) or MCDs of a MA. From the 1950 through 1980 censuses, the central city may also refer to an urbanized area (UA), usually consisting of the most populous incorporated city(ies). Central place - The core incorporated place(s) or CDP(s) of a UA, usually consisting of the most populous place(s) in the UA. First used in the 1990 census to recognize a CDP as the most populous place in a UA. Consolidated metropolitan statistical area - (CMSA) An area designated as a metropolitan statistical area (MSA) and having a population of 1,000,000 or more may become a CMSA if component parts are recognized as primary metropolitan statistical areas (PMSAs) and if local opinion favors the designation. Prior to 1990, CMSAs were called standard consolidated statistical areas (SCSAs) and standard consolidated areas (SCAs). Division - Any subdivision of international and/or national region(s) established for the collection/presentation of data. Divisions are intended to represent relatively homogeneous areas that are the subdivision of regions. Enumeration district - (ED) A small geographic area established and used by the Census Bureau as the basic unit for data collection and tabulation in decennial and special censuses prior to 1990. An ED usually consisted of the area to be assigned to an individual enumerator for canvassing. The ED was replaced by the address register area (ARA) for data collection purposes in the 1990 decennial census. Metropolitan statistical area - (MSA) A geographic entity, defined by the Federal Office of Management and Budget (OMB) as a statistical standard for Federal agencies, consisting of one or more contiguous counties (cities and towns in New England) that contain a core area (city with a population of 50,000 or more or a UA) within a large population nucleus and adjacent communities having a high degree of economic and social integration with the core. If the MSA is defined on the basis of a UA core, the total MSA population must be at least 100,000 (75,000 in New England). MSAs were referred to as standard metropolitan areas (SMAs) during the 1950's and standard metropolitan statistical areas (SMSAs) from 1960 through 1980. National Forest - A large expanse of forest that is protected by the Federal government and that may be harvested only under controlled conditions. National Monument - A natural landmark or a structure or site of historic interest set aside by the Federal government and maintained for enjoyment or study by the public. National Park - A tract of land declared public property by the Federal government with a view to its preservation and development for purposes of recreation and culture. Primary metropolitan statistical area - (PMSA) - An area meeting the requirements of an MSA and having a population of one million or more. Two or more PMSAs may be defined within this area if statistical criteria are met and local opinion favors the designation. Public domain - Lands owned directly by the Federal government. Region: International - Any statistical or thematic region(s) outside the United States established for collection/analysis/presentaton of data. Region: National - Any statistical or thematic region(s) within the United States established for the collection/analysis/presentation of data. The World - Any statistical or thematic region(s) consisting of both international and national coverage established for the collection/analysis/presentation of data. Traffic analysis zone - (TAZ) A special-purpose geographic entity delineated by a metropolitan planning organization (MPO) for tabulating transportation statistics from the decennial census. Trail - A cleared path, beaten track, or improved surface, as through woods or wilderness, not usually trafficked by vehicles because of width, conditions, or access restrictions. Tribal designated statistical area - (TDSA). An area defined by an American Indian tribal government that does not have a land area certified by the BIA or a State government. A TDSA cannot exist in Oklahoma. Tribal jurisdiction statistical area - (TJSA). An area defined by American Indian tribal governments to approximate their former reservation boundaries. TJSAs exist only in Oklahoma. Urbanized area - (UA) - An area consisting of a central place(s) and adjacent fringe that together have a minimum residential population of at least 50,000 people and generally an overall population density of at least 1,000 people per square mile of land area.
