The following are contractor questions and their Government Responses:

a. CONTRACTOR QUESTION: What is brand name and series that is being requested?

GOVERNMENT RESPONSE: NPS "UniGuide" Sign Standards. See General Description below: Note #1

b. CONTRACTOR QUESTION: What kind of stand for the tri-kiosk?

GOVERNMENT RESPONSE: There are three vertical aluminum posts set in a triangular pattern. Three bulletin board cases are fastened between them. c. CONTRACTOR QUESTION: How deep is the bulletin?

GOVERNMENT RESPONSE: Two inches.

d. CONTRACTOR QUESTION: What is the finish of the aluminum frame?

GOVERNMENT RESPONSE: "Spatter-coat" Matthews auto-body paint color MP00843, more commonly known as NPS dark brown.

e. CONTRACTOR QUESTION: What is the NPS textured brown? Where can this be seen?

GOVERNMENT RESPONSE: "Spatter-coat" Matthews auto-body paint color MP00843 on all surfaces except the "steel backer" that is to be fixed inside the bulletin board case rather than cork or fabric. This surface will be smooth "powder coated" with the same color rather "spatter coated" for use with magnets rather than push pins or tacks.

f. CONTRACTOR QUESTION: What is the layout of the Tri-Kiosk Displays?

GOVERNMENT RESPONSE: An equilateral triangle.

g. CONTRACTOR QUESTION: What color are the aluminum posts to be painted?

GOVERNMENT RESPONSE: "Spatter-coat" Matthews auto-body paint color MP00843

h. CONTRACTOR QUESTION: Are the doors to be hinged or sliders?

GOVERNMENT RESPONSE: The doors are to be hinged with tempered polycarbonate glass.

Note #1: GENERAL DESCRIPTION: A tri-side kiosk is as upright 3-sided post and panel sign unit. Tri-side kiosks are designed to support a fabricated frame for displaying graphic panels or bulletin cases. A panel frame or bulletin case is 36 x 48.

Posts: Tri-side kiosk posts are custom fabricated in compound angles from 3/16" wall, sheet aluminum. Post legs can be welded from cut aluminum sheet or break formed and finished with a single weld joint. Post angles are fabricated so that panel frames attach flush. Each post is fitted with a fabricated post cap welded to the top. All weld joints are ground smooth and clean with no obvious burrs or sharp edges. The height above finished grade to the bottom of the panel or bulletin case is 32". The frame or bulletin case is attached so that it is flush with the top of the post.

Panel posts are cleaned, prepped and primed as required for aluminum paint application. All posts are painted and receive a splatter paint spray finish along with a clear polyurethane over spray.

Mounting: For direct embedment mounting posts shall be a minimum of 30" deep with a maximum depth of 36".

Bulletin Case: NPS Bulletin cases are fabricated from custom 3/16" aluminum extrusions. Case depth is 2". Bulletin case doors are configured with a top hinge and a gas-filled internally sealed piston to hold the case door open. Bulletin case extrusions shall be configured to retain a polycarbonite or plexiglass clear panel. Face frame returns are 3/4" all four sides.

All extrusions shall be cut clean and square and assembled in a jig to that all joints are square. Exterior weld joints shalk be kept to a minimum.

The case back is 3/16" sheet aluminum welded to the extrusions. The inside case panel is powder-coated .125 sheet steel for magnetic application. Each case shall have a vent on each side to shall air and prevent interior condensation. Case bottoms shall have a minimum of three weep holes. All joints are finished clean and ground smooth. All extrusions receive a rubber gasket system to prevent water and dirt infiltration.

Bulletin cases attached to post from the inside with 1/2" aluminum pop rivets. a minimum of 4 rivets per side.

Paint: All posts, frames, and bulletin cases shall be primed and painted to manufacturers recommendations. Posts, frames, and bulletin cases shall receive a minimum of two primer coats and two final color paint coats with a spatter coat finish. An overall satin matte polyurethane overspray is applied once the paint is dry.

Frames and bulletin case backs and interior surfaces receive primer and paint.

Color: Posts, frames, and bulletin cases shall be painted NPS Dark Brown, Mathews Paint, MP00843.

Contractors who have previously submitted quotations shall acknowledge in writing receipt of this modification no later than 09/22/2008. Contractors who have previously submitted quotations shall submit any revised quotations by 09/22/2008.

THIS IS A COMBINED SYNOPSIS/SOLICIATION. NO FURTHER SOLICIATION WILL BE ISSUED.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Q9834080025 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations. (iv) This procurement is being issued as a Small Business Set-Aside under NAICS code 332999 with a Small Business Size Standard of 500 employees. (v) The contractor shall provide the following items:

1) Bulletin Board Cases: National Park Service-style bulletin board cases, 36" W x 48" H, aluminum frame with steel backing for use with magnets, rather than cork. Wall mounted. Visual area will be 30.5"W x 42.5"H. NPS textured brown. All cases shall open with a universal key. Quantity: 26 each

2) Tri-Kiosk Displays: Tri-kiosk displays with painted aluminum posts and three (3) standard 36" W x 48" H bulletin board cases with steel backing for use with magnets, rather than cork. Flange Mount. NPS textured brown. Cases shall be (3) 36"W x 48"H. All cases shall open with a universal key. Quantity: 4 each

3) Please ensure that all shipping charges are F.O.B. Destination (Free on Board): included into the cost of the above items. Fittings listed are Brand name or Equal. Please provide specification sheet if different than requested. Submit sample or website where sample can be viewed if providing an equal to "NPS Brown."

The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) 52.212-2, Evaluation -- Commercial Items applies. Quotes will be evaluated on lowest price technically acceptable (LPTA). (x) Offerors must include a completed copy of the provision at, 52.204-8, Annual Representations and Certifications and submit with its offer.
