SUBJECT:	Repeal of 19 USC 1441(6) Concerning Tugs With Great Lakes Endorsement (TC# TP 01-1524)

Public Law 106-36 dated June 25, 1999 repealed 19 USC 1441 (6) which provided an exception to vessel entry and clearance requirements for tugs documented under Chapter 121 of title 46, United States Code, with a Great Lakes endorsement when towing vessels which were required by law to enter and clear. Effective immediately, masters of tugs towing barges will be required to make entry under 19 USC 1434 or to obtain clearance under section 4197 of the Revised Statutes of the United States (46 USC App. 91) for both the tug and the barge.

Entrance manifests for tugs should include the following documents:

CF 1300 - Vessel Entrance Statement

CF 1303 - Ship's Stores Declaration

CF 1304 - Crew's Effects Declaration

CF 3171 - Permit

CF 226 - Record of Vessel Foreign Repair or Equipment Purchase (U.S. vessels only)

Clearance from Customs at foreign or previous U.S. port.

Entrance manifests for barges should include the following documents:

CF 1302 - Cargo Declaration

CF 3171 - Permit

CF 226 - Record of Vessel Foreign Repair or Equipment Purchase (U.S. vessels only)
