AES Transportation (VESSEL) Test - CLIENT COPY
During the certification steps, report all data transmissions to your CBP client representative. This report should include but is not limited too the following:

Test Phase One

  1. The AES Carrier must transmit five (5) booking records for one vessel/voyage, one load port.
  2. The AES Carrier, using the amendment action of REPLACE, must move one booking record to a new vessel/voyage.
  3. The AES Carrier must transmit a receipt of booking message for all booking records.
  4. The AES Carrier must depart all vessel/voyages.
  5. The AES Carrier must transmit a post departure manifest with one bill of lading for each booking record on each vessel/voyage.
  6. The AES Carrier must correct all Fatal Errors.
  7. To successfully complete phase one, the AES Carrier must be able to transmit these messages error free.

Test Phase Two

  1. The AES Carrier must transmit three (3) vessel/voyages with five booking records perr vessel/voyage.
  2. Using the REPLACE function, the AES Carrier must select one booking record from vessel/voyage 1 & 2, and move them to the third vessel/voyage.
  3. The AES Carrier must transmit a receipt of booking message for all booking records.
  4. Test HOLD and REMARK messages are generated at this time. The AES Carrier must report to their client representative all status notifications and remarks received for each booking record.
  5. Test HOLD removal notifications are generated at this time. The AES Carrier must report to their client representative all status notifications and remarks received for each booking record.
  6. The AES Carrier must depart all vessel/voyages.
  7. The AES Carrier must transmit a post departure manifest for each vessel/voyage.
  8. The AES Carrier must update one (1) bill of lading number on each vessel/voyage by adding a container, adding a new description line, and changing the name and address of the consignee.
  9. The AES Carrier must correct all fatal Errors.
  10. Step two will be repeated until the transmission error rate is less than three percent, and all fatal errors have been corrected.

Test Phase Three
During phase three the AES Carrier must transmit actual booking and manifest data for THREE current vessel/voyages into the AES certification region. The AES Carrier must notify their CBP Client Representative of the Vessels, date(s) and port location(s) used in this phase.

The AES Carrier will report all outbound transportation data to their CBP client representative. This report should include but is not limited too the following:

The AES Carrier must correct all fatal errors.

In order to successfully complete test phase three, the AES Carrier must achieve less than a five-percent error reject rate for three consecutive vessel/voyages, and all fatal errors have been corrected. Failure to do so will require this test phase to be repeated.

Production AES Goals:
This completes the AES Transportation (VESSEL) Certification Testing. In the production region, the AES carrier is expected to maintain the same transmission quality you obtained in the certification region. In the PROD region your transmission error ratio will continue to be monitored. The carrier's transmission error ratio of less than 10% is the expected goal.

The carrier will continue to transmit the four application type messages in the proper sequence and timing. Also, all fatal errors must be corrected timely. Your client rep will continue to work with the carrier for all AES production transmission issues.

Production Implementation/expansion:
Once the AES Carrier has successfully completed certification they will be moved into the production region with the understanding that they must complete a mandatory dual filing period at each load port. The AES Carrier must present an implementation schedule to their client rep and to the CBP Headquarters Outbound Office for approval. When this schedule is approved, the AES Carrier will contact the CBP Port(s) to coordinate AES implementation at each load port.

Dual filing consists of the AES Carrier transmitting their operational export manifest data while continuing to file a paper manifest for each vessel. The dual reporting process will continue until the Headquarters, Office of Field Operations has completed a compliance evaluation of the AES Carrier's manifest process. This evaluation will be completed within the 1st 60 days after the AES Carrier is in active at all load ports. CBP Headquarters Outbound Office will make the final determination as to when the AES Carrier is authorized for AES paperless filing.

The AES Carrier must maintain a successful compliance level rating to continue with paperless manifest filing.
