Drainage and Grate Systems
(01/23/2009)Drainage systems – such as catch basins, storm drainage grates, and conveyance structures – are used for peak water flow mitigation and runoff control/containment, water quality improvement, and flood plain compensation. They can range in size from pipes two feet in diameter to tunnels large enough to accommodate trucks. Repairs are required to keep the system operating efficiently. The periodic removal of debris and trash is required to reduce the risk of flooding and to ensure proper functioning of the drainage systems. Water flowing at or near the border is often highly contaminated, thus requiring special HAZMAT equipment to perform the work.Drainage system gates and grates are subject to vandalism on a daily basis. The most common form of vandalism is cutting the gate or grate with a saw or torch to allow for illegal aliens to pass. Other forms of vandalism – such as using hydraulic jacks to pry openings in the structure – may also occur.Anticipated Types of WorkThe Secure Border Initiative Tactical Infrastructure program anticipates that the chosen contractor shall perform, at a minimum, the following types of work:- Surveying and inspecting drainage and grate systems for overall condition and damage on a periodic basis or after periods of heavy or prolonged rain.
- Making repairs that restore structural integrity, are tamper proof, and do not change the design.
- Fixing damage caused by water and wind erosion.
- Removing and replacing existing culverts and appurtenances with new ones.
- Cleaning and reconditioning culverts, appurtenances, other drainage structures, and ditches.
- Restoring drainage system function by removing debris and other obstacles.
