New initiatives to improve JSC’s timekeeping, payroll systems

Johnson Space Center is pioneering new ground once again -- this time, in the world of Information Technology (IT).

The next Agencywide “One NASA” initiative to take flight at JSC is the Web-based Time and Attendance System (WebTADS), due to be implemented by July.

Following the WebTADS rollout, JSC will launch the first Expanded Electronic Government (e-Government) directive detailed in the President’s Management Agenda -- the new ePayroll system -- in August.

Both of these new systems will offer JSC incredible opportunities to enhance operations through online access and advanced systems functionality.

WebTADS and One NASA
Replacing JSC’s current Time and Labor Collection system, WebTADS is a user-friendly, fast, Web-based system that allows NASA employees to enter and certify time electronically.

“WebTADS will have a significant, positive impact for our JSC employees with the new online capabilities,” said Stan Whalen, JSC WebTADS Project Manager.

WebTADS is accessible via remote locations, offering users enhanced freedom and flexibility, common to today’s online world. JSC employees will now be able to enter time from home, during travel or from wherever they have online access.

In addition, WebTADS has an updated user interface, which allows JSC employees to see their entire pay period on one screen.

“WebTADS is very user-friendly, and it provides excellent online support for our users,” said Brenda Davis of the Integrated Financial Management (IFM) Help Desk.

Other WebTADS benefits for JSC employees include the ability to submit comp time, overtime and leave requests electronically, enter Prior Pay Period Adjustments online, and add comments to a timesheet.

The e-Government initiative begins with e-Payroll
At JSC, the e-Government initiative begins with e-Payroll. The new Federal e-Payroll system will essentially consolidate 22 federal payroll systems to simplify and standardize human resources’ payroll policies and procedures.

“The President's e-Government initiative proposes a significant opportunity for enhanced government operations not only for NASA, but throughout the country,” said John Beall, JSC Chief Financial Officer. “The rollout of the e-Government initiatives, in conjunction with the Integrated Financial Management efforts, will ensure the Agency meets customer needs while assuring fiscal accountability and sound financial management for all of our stakeholders.”

Supported by the Department of Interior, the e-Payroll implementation at JSC will be the result of a joint effort between the Chief Information Office (CIO) and JSC’s IFM Systems Office. CIO has the responsibility for the overall successful implementation of e-Payroll and will work with the IFM Systems Office to roll out the software at JSC in August.

Though most of the e-Payroll enhancements will be transparent to JSC employees, e-Payroll offers JSC benefits such as the automation and standardization of personnel and payroll processes.

“The move to standardized electronic systems for administrative processes has been a goal of the Agency for over 15 years,” said Dot Swanson, Manager of the IFM Systems Office. “It’s exciting to see our efforts finally come to fruition.”

Employees can also print out their Online Leave and Earning Statements, as well as continue to make changes as necessary to their personalized information such as direct deposit, Federal Tax options, allotments and more.

"With e-Payroll, NASA can eliminate some manual processes and reduce paper by moving into the electronic age for a more efficient and effective government," said Kevin Candee, IFM e-Payroll Project Manager.

Training
As a part of the dual-systems rollout, the IFM Systems Office is currently offering training to the appropriate JSC personnel. Training is provided in a variety of mediums, from instructor-led courses to online training. In addition, the IFM Help Desk is also ready to offer real-time support to users during business hours at (281) 483-9999.
