The pupose of this posting is to issue the attached Market Research Survey. The results of this survey are due 18 February 2009. Please email results to carrie.yearian@ustranscom.mil

The following is a brief description of the possible scope of the service.



Intermodal and Ocean Transportation Services from Continental United States of America (CONUS) to Guantanamo Bay, Cuba (GTMO) The service is for dedicated liner service for containerized and break bulk cargo between U.S. Naval Station Guantanamo Bay, Cuba (GTMO) and Jacksonville, Florida (JaxPort). The minimum space available to the Government for each outbound (CONUS to GTMO) or inbound ( GTMO to CONUS) sailing shall be seventy-five (75) FEU’s, which includes space adequate to accept a minimum of fifteen (15) refrigerated containers; and 2000 square feet of break bulk cargo. Each of the 40’ spaces offered must be able to accommodate two 20’ containers, or the vessel(s) must have additional space to accommodate the 20’ container shortfall. The Carrier shall provide both break bulk and intermodal container service, including terminal handling, all stevedoring, loading and discharging in CONUS and GTMO. At Jacksonville, the cargo shall be loaded and discharged at in JaxPort/Blount Island. At GTMO, the cargo shall be loaded and discharged with carrier provided equipment at Wharf Bravo. All inland points at GTMO are within 10 miles of the wharf.

The government will sponsor a site visit in Guantanamo Bay, Cuba (GTMO) for upcoming sealift RFP HTC711-09-R-0016. The site visit will be conducted on Wednesday 22 April 2009. The site visit is limited to two (2) personnel per company. Only small business vessel operators interested in this procurement will be granted base access for this site visit. Those requesting and receiving approval in advance of the visit will be allowed to attend. In order to obtain base access, request you provide attendee information to Carrie Yearian, carrie.yearian@ustranscom.mil or 618-256-6648 NLT 26 March 2009.
