ABI Programming Specifications for Flagging Entry Summaries

1/A. MODIFY CURRENT ABI EI') TRANSACTION FOR RECONCILIATION SUPPORT
The ABI EI' entry summary transaction has been modified to permit the "flagging" of entry type 01', 02', and 06'(without AD/CVD) summaries for reconciliation issues. Summaries may ONLY be flagged via the EI' transaction. There will be no other mechanism, either via ABI or on-line at USCS to perform this action. The EI' 20'record has been modified (see below) to handle the reconciliation indicators for an entry summary. Below are the issue codes to be used for reconciliation issues OTHER THAN NAFTA in the 20' record:

As part of the reconciliation approval process, importers have been able to request "BLANKET" reconciliation approvals for specific issues. If an importer is approved for "blanket" reconciliation, NO indicators (NAFTA or OTHER) are given in the 20' record, a valid continuous bond is on file for the importer, and the current date is within the begin and end date range for blanket approval, ACS will automatically set up those summaries as being subject to reconciliation for the issue(s) approved in the blanket.

If ANY indicator is present in the 20' record for a summary, the "blanket" process will be overridden and that summary will ONLY be flagged for the issue(s) indicated in the 20' record. If a user desires that an import be flagged for a blanket issue AND another issue, the user MUST indicate a flag for BOTH in the 20' record since ANY use of a flag will override the blanket flagging process.

  1. MODIFY the 20' input record for ABI EI' transaction to permit the capture of reconciliation information. There are currently 5 bytes of filler at the end of the 20' record. Three (3) new indicators will be used for reconciliation, as follows: NAFTA RECON INDICATOR 1AN POS 76 OPTIONAL (SPACE = NO NAFTA RECON; 1' = NAFTA RECON.) OTHER RECON INDICATOR 3AN POS 77-79 OPTIONAL (SPACE= NO OTHER RECON; 001' thru 007' (as shown above) = OTHER RECON.) (FUTURE RECON INDICATOR 1) 1AN POS 80 OPTIONAL (SPACE= NO RECON; 1' = RECON) (FUTURE USE ONLY)

  2. AT THIS TIME, THE FUTURE indicator will be unused. If a filer DOES place a 1' in this field, it will be IGNORED.

  3. The above NAFTA and OTHER indicators will be OPTIONAL data. If not used, space fill. If used, they may ONLY be used on entry types 01', 02', and 06' (without AD/CVD). Both indicators may = spaces, and both may be > spaces. If either indicator > spaces and entry-type not = 01', 02', or 06', transaction will be rejected with error "ENTRY NOT ELIGIBLE FOR RECONCILE" (or similar wording that fits). The only valid indicators for NAFTA are ' (space) or a 1'. If any other indicator is used, transaction will reject with "INVALID NAFTA RECON IND", or similar wording, error. If the OTHER recon indicator is not ' (spaces) or 001' thru 007', transaction will reject with "INVALID OTHER RECON IND", or similar wording, error.

    • If either indicator is > spaces, the BOND TYPE in the 10' input record MUST = 8', else transaction will reject with "RECON REQUIRES CONTINUOUS BOND" or similar wording error.
    • If either indicator is > spaces, the IMPORTER OF RECORD NUMBER ON THE 10' record MUST be pre-approved for reconciliation participation, else transaction will reject with "NOT RECONCILIATION IMPORTER" error.

  4. MODIFY the 20' input record for ABI EI' transaction to make input into the DATE OF IMPORTATION field in positions 34-39 MANDATORY if the entry type is 01', 02', or 06' AND the NAFTA RECON INDICATOR is > space, OR if the importer of record number in the 10' record is pre-approved for blanket reconciliation. Currently, this date is only mandatory for warehouse entries.

  5. IF ALL above indicators in the 20' record are spaces, the importer is pre-approved for blanket reconciliation, and the importer has a valid continuous bond, ALL their type 01', 02', and 06' (with no AD/CVD) entries will be flagged for reconciliation for the pre-approved blanket issue(s). IF EITHER OF THE NEW FIELDS IN POSITIONS 76-79 IS > SPACES FOR ENTRY TYPES 01', 02', OR 06', THIS PROCESS WILL NOT BE PERFORMED. The use of the indicators in positions 76 or 77-79 as described in item 5, above, will OVERRIDE the use of this process:

    • If the entry type = 01', 02', or 06', the importer is pre-approved for blanket reconciliation, positions 76-79 of the 20' record are = spaces, and the current system date is = or > approval date and < approval end date, when entry summary data is accepted, the entry record will be updated to expect a reconciliation for the blanket-approved reconciliation type.
    • If the current system date is NOT within the date range for the blanket approval begin and end dates, no automatic blanket update will occur and the record will not be flagged for reconciliation UNLESS EITHER FIELD IN POSITIONS 76-79 IS > SPACES.
    • IF THE TRANSACTION IS A REPLACEMENT ( R'), THE FILER MAY TRANSMIT NEW 20' RECORD DATA FOR AN ENTRY. THE OLD DATA WILL BE DELETED IN THIS CASE AND THE NEW DATA ADDED.
