World Customs Organization (WCO) Framework of Standards Capacity Building Program Overview

In June 2005, the World Customs Organization (WCO) adopted the Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework). This SAFE Framework contains international standards for both customs administrations and the business community to improve supply chain security and facilitate legitimate international trade.

CBP strongly supports the SAFE Framework. The Framework proposes measures that enhance the ability of law enforcement authorities to stem illicit trafficking of contraband and, thus, prevent the onward movement of such materials within the international supply chain and, possibly, to the United States. When widely implemented, the SAFE Framework will strengthen the relationship between CBP and other customs administrations to target, interdict, and inspect high-risk shipments. In addition, the harmonization of customs processes, electronic data standards and security requirements will help legitimate businesses streamline their international operations.

Since the success of the SAFE Framework requires widespread implementation, CBP is providing capacity building to a limited number of partner customs administrations. The capacity building program is composed of training and technical assistance, based on CBP’s own experience with many aspects of the SAFE Framework. The multi-year program consists of in-depth initial assessments, sequenced training, and on-going mentoring. The program also includes periodic monitoring to ascertain the degree to which recipient customs administrations have implemented practices consistent with the Framework.
