This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-028. The applicable NAICS number is 423610 and the small business size standard is 100 employees. This is an unrestricted procurement since it is believed that no small company exists that can provide this system. The FOB Destination delivery is to: North Bend, OR, on or before: February 28, 2009. Information is due at 2000 Connecticut Ave., North Bend, OR 97459, by 2:00 P.M., Pacific Time on January 21, 2009.



US Coast Guard Group-Air Station North Bend, OR intends to issue a sole source award to GSE Holdings Inc., DBA J & B Aviation Services for the following items:



A cable reel and reel stand to hold a J & B Aviation 400Hz cable (previously purchased). The cable reel has an input voltage of 110VAC 60Hz with manual unwind with disengagement clutch and .75 hp motor for retrieving.

Coast Guard personnel will perform the installation services.



Consistent with FAR 6.302-1, the Coast Guard believes that J & B Aviation Services is the only qualified source to provide this system. Other interested vendors are invited to provide information to the Contracting Officer demonstrating the qualifications of their proposed products.
