Field Training Representatives
Forging Vital Links in the Customs Training Network
By Lisa Gibbon Laing, Acting Director, Mission Support Division, Office of Training & Development

When the Office of Training and Development (OTD) was established in FY 2000, OTD quickly realized the importance of maintaining good communication with Customs training officers throughout the nation, and the need for effective training resources to sustain and expand mission critical training. This, along with the goal of fostering the development of Customs as a Learning Organization, is shaping the role of the Field Training Representative.

Working in partnership with current field training officers and coordinators, FTRs are OTD representatives and points-of-contact for field training staffs, strengthening and enhancing the national structure of training.

FTRs are becoming advisors in areas such as distance learning, training needs assessment, training standards and evaluation, instructor training and certification, procurement of training, and alternative methods for learning in the workplace. From coordinating confined spaces training on the southwest border, to marketing the Customs Tuition Program, to coordinating the set up of new broadcast sites, the FTRs have already demonstrated their ability to add value to training processes.

To date, OTD has hired four FTRs located in geographic areas defined by the Customs Management Center boundaries. They are liaisons to field offices within their assigned area.

Once all the pieces are in place, the FTR program will go a long way toward achieving integrated development, coordination and implementation of training programs, policies and procedures.

For more information about the FTR program or other training issues, contact the FTR in your area, or FTR Manager Lisa Gibbon Laing at 202.927.0963.
