SUBJECT:Presidential Proclamation 7981 Designates Liberia as a Generalized System of Preferences (GSP) Beneficiary Country

Presidential Proclamation 7981, dated February 22, 2006, published in the Federal Register on February 24, 2004 (Vol. 71, No. 37), removes the suspension of GSP eligibility for Liberia pursuant to Proclamation 6123, dated April 26, 1990, and re-designates Liberia as a beneficiary developing country eligible for preferential tariff treatment under the GSP program. Proclamation 7981 amends General Note 4(a) to the Harmonized Tariff Schedule of the U.S. (HTS) by inserting in alphabetical sequence in the list of independent beneficiary countries “Liberia.” This modification will be effective with respect to Liberian products entered, or withdrawn from warehouse, for consumption, on or after March 9, 2006.

Moreover, Proclamation 7981 designates Liberia as a least-developed beneficiary developing country for purposes of GSP. General Note 4(b)(i) of the HTS is amended by inserting in alphabetical sequence “Liberia”. This modification will be effective with respect to Liberian products entered, or withdrawn, from warehouse, for consumption, on or after April 23, 2006.

The Automated Commercial System will be updated to reflect these changes.

Copies of this memorandum should be made available to Port Directors, Assistant Port Directors, Import and Entry Specialists, Inspectors, Brokers, Importers, and other interested parties.
