Resources and Issues Evaluated in an EA

Air Quality Concerns
The Air Quality Review evaluates the potential beneficial and adverse impacts that emissions from construction and operation of the proposed SBInet project would have on air quality both locally and regionally.

Cultural/Historic Resources
Any cultural resources, both prehistoric and historic, found during pedestrian surveys of the project area are evaluated for their significance within a local, regional and/or national setting. This evaluation includes a review of the cultural background for the project area and places the project area within that framework through time.

Noise
A noise review evaluates potential impacts of noise from the construction and operation of the SBInet project on various receptors in the immediate and surrounding areas of the proposed SBInet project.

Socioeconomic Issues and Environmental Justice
Socioeconomic and Environmental Justice reviews determine if construction and operation of the proposed SBInet project will cause significant beneficial or adverse impacts on local communities and services such as schools, emergency services, and employment. It also determines if potential impacts will fall disproportionately on minority or low-income populations.

Land Use
The EA identifies current land uses, potential changes to land use, and evaluates beneficial or adverse short- and long-term potential impacts of construction and operation of the proposed SBInet project on land uses.

Visual Resources
Visual resources are the natural and man-made features that give an area its aesthetic qualities. The EA evaluates potential short- and long-term impacts to visual resources from the SBInet project.

Threatened and Endangered Species
A review of federally and state-listed flora and fauna in the immediate areas of the proposed SBInet project is conducted to determine both short- and long-term potential beneficial or adverse impacts on populations and habitats.

Water Resources
A review of water resources evaluates beneficial or adverse short- and long-term potential impacts of construction and operation of the proposed SBInet project and how those impacts will affect existing water resources.

Geological Resources and Soils
The EA identifies potential geological hazards, highly erodible soils, and other conditions, and evaluates short- and long-term potential impacts of construction and operation of the SBInet project.
