Commissioner Kelly's Message

(12/28/1999)
When a woman tried to cross the U.S. border at Pittsburg, New Hampshire, earlier this month, she told inspectors using a remote video there that she and her traveling companion planned to visit Boston for a few days. When she was asked to identify her friend, she had to turn to him and ask his name. The couple was refused entry. The woman's uncertainty over her companion's name and other anomalies about this and an earlier trip prompted Senior Customs Inspector Michael L. Pariseau to write a Memorandum of Information Received that he entered into the Treasury Enforcement Communications System (TECS) on December 18.

The next day, the same woman with another male passenger tried to cross into the U.S. at Beecher Falls, Vermont. When the woman hesitated approaching the inspection lane, Inspector Robert Hawes motioned the vehicle forward and conducted the initial examination. Having just read SCI Pariseau's memorandum on TECS, SCI Ivan Lefebvre recognized the woman's license plate as the same. After being interviewed by Customs Resident Agent Michael DesJardins, the couple was subsequently arrested on various charges, including the use of allegedly fraudulent documents to enter the U.S. Meanwhile, an investigation into the male passenger's possible links to a suspected terrorist organization overseas continues.

For the second time in a week, the world turned its attention to another small port of entry where the men and women of the Customs Service gave new meaning to the word vigilance. You who serve the Nation's oldest law enforcement agency at this important time in our history are to be commended for a job well done.

Raymond W. Kelly

Commissioner
