Under a memorandum of understanding, the BLM National Training Center's Hazard Management and Resource Restoration (Hazmat) training program was affiliated with Wayne State University (WSU) of Detroit, Michigan.  The affiliation allowed BLM trainees, which included hazmat coordinators and others involved in the hazardous materials program, to apply for credit towards a WSU Graduate Certificate (GC) in Hazardous Waste Control (HWC) (14 credits).

Upon completion of the certificate program, trainees could enroll in a Master's degree (MS) program with WSU in Hazardous Waste Management (HWM).  The Master's degree courses from WSU were offered through a distance learning format (videos, Internet, self-study workbooks).  A total of 38 credits were required for the Master's degree.

As of October 2003, the program was discontinued.
