TITLE OF PROJECT: Rehabilitate Failing Amphitheater Structure in Aquatic Park NHL District

GENERAL: The National Park Service (NPS), Department of Interior (DOI), is soliciting proposals from construction firms having the capability to perform the work described below. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format. Drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes for this specific solicitation, will need to subscribe to this solicitation at http://ideasec.nbc.gov. ANTICIPATED PROPOSAL RECEIPT DATE: July 2, 2008. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available.

DESCRIPTION: A. The Aquatic Park Bathhouse (also called the Sala Burton Maritime Museum) and its three integralbleachers (also called the Amphitheater) are contributors to the Aquatic Park National Historic LandmarkDistrict; the structures are also listed in the National Register of Historic Places. The Amphitheaterstructures include the east bleacher, the center bleacher, and west bleacher.

B. The work of this contract consists of the rehabilitation of the Amphitheater, portions of the work extendbeyond the Amphitheater into the Bathhouse. Work includes but is not limited to:1. Abatement of hazardous materials.2. Construction of new reinforced concrete structural slabs and raker beams.3. Repair of existing reinforced concrete structural slabs and raker beams.4. New driveways and retaining walls.5. Removal of trees, soil and paving required for work.6. New waterproofing membranes.7. New vapor retarder.8. New exposed aggregate architectural concrete topping slabs, constructed to match the appearance ofthe historic topping slabs.9. Repair of drain grates at green roof.10. New load-bearing skylights and cleaning and coating of structural steel skylight support beams.11. Injection of urethane grout and sealant work at cracks in retaining walls.12. Repair of damaged plaster at selected locations.13. Removal of existing combustible partition walls.14. New partition walls.15. New door hardware, modification of door openings, and new doors.16. New bathroom fixtures to provide accessibility.17. New fire alarm, smoke detectors, and security systems to tie into an existing system in theBathhouse.18. Extension of the existing fire sprinkler system to occupied areas not currently served by the system.19. Repairs to building ventilation system.20. Upgrades to electrical system and installation of lighting.21. Modification of plumbing system to provide for accessibility upgrades.22. Protection of existing landscaping during construction and installation of new sod and pavingaffected by construction within the construction limits.23. Excavation of a portion of retaining wall and installation of new waterproofing.24. Design and construction of a temporary bicycle path for use during the period of construction.

TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price.

ESTIMATED PRICE RANGE: $6,500,000.00 to $9,000,000.00.

TIME FOR COMPLETION: 365 calendar days.
