ENGINEERING SERVICES: The purpose of this effort is to develop software modelS to simulate tasks and processes on aircraft undergoing depot level maintenance. These models will simulate tool kits locations, positions of personnel, and tasks (major and minor) being performed on C-130 aircraft during the "High Velocity Maintenance (HVM) process. The modeling and simulation will demonstrate tasks and sequences as performed in real-time scenarios.

Full and Open Competition need not be provided for when it is necessary to award the contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or nonprofit institution or a federally funded research and development center.
