ENGINEERING SERVICES: The purpose of this effort is to develop software modelS to simulate tasks and processes on aircraft undergoing depot level maintenance. These models will simulate tool kits locations, positions of personnel, and tasks (major and minor) being performed on C-130 aircraft during the "High Velocity Maintenance (HVM) process. The modeling and simulation will demonstrate tasks and sequences as performed in real-time scenarios.

Justification: 10 U.S.C. 2304 (c) (3) as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or research Capability; or Expert Services. Full and Open Competition need not be provided for when it is necessary to award the contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or nonprofit institution or a federally funded research and development center. This requirement is being synopsized for subcontracting possibilities only. Interested sources should contact GRTI for subcontracting possibilities. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the Program Director or the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsmen will maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
