AMS Sea - Vessel Information / Lloyds Request Procedures
To:  All Lloyds Update Requestors & Vessel Operators (providing manifest data) Please distribute
FROM:  Charles A. Bennett- CPB Lead Analyst- Sea AMS/ Rail AMS-Southern Border
SUBJECT:  CBP Lloyds Request Procedures

Please be advised that the following procedures have been established to handle the increasing volume of requests due to the 24-hour manifest and Trade Act manifest reporting requirements.

Additionally, it should be noted that Lloyds requests should only be sent by email. Extra care should be taken when making the requests to prevent systemic problems for all parties that transmit manifest data for the vessel.

Please note that all Lloyds requests will be handled in reasonable time frames. To help avoid any conflicts when transmitting manifest data, allow plenty of lead time as emergency requests are the exception and not the rule.

Additionally, all requested fields in the Lloyds request format below need to be completed, the only exception is the fields marked as (If Known). Any Lloyds update requests that have only "partial" and/or incomplete information will not be processed.

Requests: What & When
Lloyds requests are needed when it is known that a vessel is not on file with Customs and Border Protection (CBP), or if any of the following information changes: Name, Owner, Flag of Registry, Draft, Tonnage (Gross/Net).

Lloyds updates are not needed in situations where it is known that the vessel is on file with CBP and the intent of the request is to change the SCAC code associated to the vessel. The CBP system does not validate the SCAC of the vessel when manifest transmissions are received.

Request Format:
To simplify the process, please use the following format when requesting adds/updates. Additional information about the vessel only complicates the process. Email attachments are O.K. so long as the information is in the format below.

VESSEL CODE: ___(Lloyds)___
