Yesterday, CBP officers encountered Earl Victor, a 34-year-old citizen of Barbados at the Rainbow Bridge border crossing in Niagara Falls, N.Y. Victor had in his possession an Ontario, Canada, driver's license and claimed that his Barbadian passport was at his residence in St. Catherines, Ontario. Additional questioning by CBP officers revealed inconsistencies in the subject’s story and he was referred to secondary inspection for verification of his immigration status. Record checks performed by CBP officers revealed that Victor was the subject of an INTERPOL lookout issued in July 2007. The lookout indicated that Victor is wanted for questioning in connection with a murder that occurred in Barbados in July 2006. Police officers in Barbados advised CBP that Victor has several criminal convictions in Barbados, to include a charge of wounding resulting in serious bodily harm and may be involved in drug smuggling. Barbadian authorities further advised CBP that Victor is wanted on an active warrant for robbery, for which he was previously held in Barbadian custody, but absconded on June 28, 2007, and fled to Canada. Victor was found to be inadmissible to the United States due his various convictions for crimes involving moral turpitude, and is being held at the Buffalo Federal Detention Facility in Batavia, N.Y. pending an immigration hearing. Authorities in Barbados are currently pursuing extradition proceedings for Victor."This apprehension was the direct result of CBP’s increased use of name inquiries during primary and secondary inspections at land border crossings, as well as CBP officers due diligence in apprehending wanted criminals" said James T.
