Request For Information (RFI) ForGaseous Nitrogen (GN-2) Ready Storage Vessels For A3 Altitude Test Stand at NASA Stennis Space CenterThe NASA, John C. Stennis Space Center was selected as the test site for the constructionof a new A-3 Altitude Test Facility. The new test facility will provide an altitudepropulsion test capability which will enable the Constellation Programs ExplorationLaunch Office, J-2X Project Element to validate the performance of the J2-X engine forthe upper stage of the new Ares I launch vehicle. The A-3 Altitude Test Facility will beconstructed for long term altitude rocket propulsion testing at Stennis Space Center. While the construction of the A-3 Altitude Facility involves a significant number ofindividual procurement actions this requirement is solely focused on the GN-2 Bottles. This RFI is to request industry feedback on Specification No. 11FGT-GM01 regarding theprocurement, fabrication, handling, shop pressure and leak tests, packaging for shipmentand delivery to Stennis Space Center 32 pressure vessels and associated support frames.NASA Stennis Space Center is particularly interested in industries input regarding anoverall industry proposed time line for the aforementioned procurement including proposalresponse times and approximate delivery schedules of the subject vessels to Stennis SpaceCenter. This synopsis should not be construed as a formal request for proposals but, rather a RFIrequesting information under the authority of FAR 15.201. Responses to this request forinformation are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government, nor will theGovernment pay for the information solicited. The information gathered from this will beused for market research analysis and to plan future procurements.NASA desires that those companies expressing an interest in the aforementioned synopsisprovide a written Statement of Capability (SOC) that addresses high-level alternatives;general, market-based approaches; experience in this area; knowledge of the workinvolved; and professional and manufacturing resources. The SOC should also containdelivery lead times. The SOC shall not include any confidential business or financialinformation relating to specific companies. All prospective companies are reminded to direct their written electronic correspondenceto the attention of: Sonia Rushing at Sonia.Rushing-1@nasa.gov or James D. Huk II atJames.D.Huk@NASA.Gov. Those prospective companies shall have their electronic Statementof Capabilities submitted and received at Stennis Space Center no later than September 30, 2008 at 3: pm CST.
