PRiMO's Hui O Hana

Risk management encompasses any action taken to reduce or eliminate risks to human life and a community's economic, social, cultural, and environmental assets due to hazards, including those that are climate- and weather-related in nature, such as coastal storms and the strong winds, heavy rains, and high waves that accompany them; fire; drought; sea-level rise; those associated with seismic or volcanic activity, including tsunami; and those that are human-induced, such as oil spills and discharges of hazardous materials. Risk management-related programs and activities and accompanying information products and services that support decision making fall into these hazard-related theme areas or "canoes" (Figure 1).

Risk management involves more immediate actions pertaining to preparedness, response, and recovery, typically carried out by emergency managers and incident responders, as well as longer-term actions carried out by resource managers and planners. These primary users' products and services needs vary in terms of timing as well as content and complexity, as do those of secondary users such as elected officials, nongovernmental organizations, researchers, and the general public. In this sense, there are a number of tools or "paddles" that represent the different types of data and information, systems and technologies, and mechanisms and measures that support the inventory, analysis, and implementation needed to support the development and delivery of risk management-related information products and services.
