Summary (English) |
The Healthy Forests Restoration Act of 2003 (Public Law 108-148, 117 Stat. 1887-1915) increases the capacity of the Secretary of Agriculture and the Secretary of the Interior to conduct projects on National Forest System lands and Bureau of Land Management lands aimed at protecting communities, watersheds, and certain other at-risk lands from catastrophic wildfire, insect infestations, and harmful diseases. It is divided into 6 titles.
Title I contains provisions concerning the reduction of hazardous fuel on federal land. Title II sets forth provisions regarding: (1) the expansion of biomass research by developing new tools for land managers; (2) the accelerated adoption of rural revitalization technologies using biomass and small diameter materials; and (3) making grants to those who own or operate facilities that use biomass as a raw material to produce energy, heat or fuel and to people who own or operate facilities using biomass for wood-based products or other commercial purposes. Title III contains provisions relating to the Watershed Forestry Assistance Program and tribal watershed forestry assistance. Title IV contains provisions regarding: (1) accelerated information gathering regarding forest damaging insects; and (2) conducting applied silvicultural assessments on federal land that is at risk of infestation by, or is infested with, forest-damaging insects. Title V contains provisions relating to the Healthy Forests Reserve Program. Title VI directs the Secretary of Agriculture to carry out a comprehensive program to inventory, monitor, characterize, assess, and identify forest stands and potential forest stands in specified units of the National Forest System and on private forest land, with the consent of the owner of the land.
