Over-the-Air (OTA) Communications Improvements for Police Departments

Over-the-Air (OTA) maintenance allows police departments to update radio software and features by beaming the updates directly to the radios. Over-the-Air Programming (OTAP) services range from the basic ability to update and change channel plans and talk groups to more advanced OTAP that can support changes to individual user profiles and may include the ability to update and change applications on an individual radio. Project 25 (P25) is an effort to develop standards for new radio systems for state, local and federal law enforcement agencies and other first responders. P25 will allow radios and other communications devices from any manufacturer to communicate seamlessly. When police departments buy new radios, they need to meet the P25 standard and consider OTAP, which offers significant cost savings and the ability to encrypt information using Over-the-Air Rekeying (OTAR). OTAP is not currently part of the P25 standard; the public safety community needs to address this oversight.
