About Us

The Humanitarian Resettlement Section (HRS) of the U.S. Consulate General in Ho Chi Minh City continues the refugee work started by the Orderly Departure Program (ODP) over twenty years ago. We process applicants according to the law, and with respect and courtesy; we help the public understand and apply for our programs; and we advise the U.S. Government on refugee policy in Vietnam.

Our daily task is to provide for the safe and legal departure from Vietnam of qualified applicants under our various programs. In addition to seeking closure for cases remaining from ODP-era programs, the HRS also processes Amerasian, McCain Amendment and Visas 92/93 claims. Most recently, we have been entrusted with administering the Humanitarian Resettlement process-a partial re-opening of the former ODP categories of HO, U11 and V11-that was jointly announced by the governments of the United States and Viet Nam on November 15, 2005.

All inquiries regarding U.S. refugee programs in Vietnam may be directed to the HRS at the addresses below.  While the HRS welcomes general questions from the public, we are only authorized to release information regarding specific cases to U.S. government entities or USRP partners for the purpose of refugee processing, or to the applicants themselves.
