This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number GDQ089002 is issued as a Request for Quotation (RFQ) and this solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. This solicitation is 100% set-aside for small business; the associated North American Industry Classification System (NAICS) code is 213112; the small business size standard is $6.5 Million and the associated product service code is F108.The Bureau of Land Management, Amarillo Field Office is soliciting quotations on a competitive basis from qualified organizations to enter into a firm fixed price Indefinite Quantity contract for one year for the removal and disposal of liquid produced from gas wells from a centralized storage tank. Contractor shall provide all labor, equipment, and supplies to pick up and dispose of liquid produced from gas wells from a centralized storage tank. Tank holds up to 3,500 gallons. This service will be provided on an as-needed basis. Disposal must meet EPA standards. Price will be based on amount of liquid removed. Contractor must be available to pick up liquids within 24 hours after request is made by BLM personnel. The period of performance for this action is 3/1/2008 through 2/28/2009. The Contractor awarded this action must be in compliance with Chapter 27 "Injection Wells" of the Texas Water Code. Also, the Contractor is subject to compliance with the regulations as covered by the Texas Railroad Commission and the Texas Commission on Environmental Quality. These in part are covered under Title 16, Part 1, Chapter 3, and applicable rule of the Texas Administrative Code. The potential Contractor is subject to all applicable regulations pertaining to injection wells. If a manifest is required by Texas State Code, then it will be supplied to the Bureau of Land Management. Site Location: Cliffside Gas Field, 13301 Brickplant Road, Amarillo, Texas 79124. Wage Determination No. 2005-2518, Rev 6, dated 7/24/2007 State: Texas apply to this acquisition. The provision at FAR 52.212.1, Instruction to Offerors-Commercial Items, applies to this acquisition as well as the provision at FAR 52.212-2, Evaluation-Commercial Items, with the criteria being price, technical capability to meet the Government's need, and past performance; all evaluated equally.
