What is an LFD?
In short, a Letter of Final Determination (LFD) is a letter sent to a community stating that a new Flood Insurance Rate Map (FIRM) will go effective in six months and each participating, floodprone community compliant floodplain management ordinance must be adopted by that effective date.

What is the LFD list?
The LFD list is a consolidated list of all LFDs distributed to communities for a specific FIRM effective date.  It is prepared bi-weekly on predetermined LFD dates, six months prior to the FIRM effective date.

What does the information mean? 
•CID:  Community Identification Number.
•State:  State in which the community is located.
•Community Name:  Community name and type (City, Village, etc…).
•60.3 Existing:  The section of the Code of Federal Regulations (CFR), Part 44 that the community must currently enforce based on the information shown on the existing FIRM.
•60.3 Revised:  The section of CFR 44 that the community must adopt in its Floodplain Management Ordinance before the new FIRM becomes effective. 
•Letter Type:  The type of LFD that was sent to the community. 
•Number of Insurance Policies:  The number of policies in force (according to the Community Information System) at the time the LFD list was prepared.
•CTP:  Whether or not the community is a Cooperating Technical Partner.
•Number of Panels:  Number of FIRM panels on which the community is shown.

What do the 60.3 letters designate?
•60.3 A designates communities participating in the NFIP but do not have any flood hazard areas identified on a FIRM.
•60.3 B designates communities with approximate A zones with no Base Flood Elevations (BFEs), floodways, or coastal flood hazard areas identified.
•60.3 C designates communities with flood hazard areas that have BFEs, but no floodway, designated.
•60.3 D designates communities with flood hazard areas that have BFEs and a floodway designated (Zones A1-A30, AE, AO, AH, and A99).
•60.3 E designates communities with flood hazard areas 	that have BFEs and coast high hazard areas identified (Zones V1-V30, VE, and V).  

What should you look for on the LFD list?
•The CID, State, and Community Name columns provide general information.
•If there is a change in the 60.3 Existing and the 60.3 Revised codes then it could impact the insurance industry. A 	change from A to B, or B to C could result in a change in policy required and/or premium.
•The letter type is helpful in determining what kind of study took place and if the insurance industry could be impacted. 
•The number of insurance policies in place may be compared to the community population and could indicate a highly 	insured area.
