February Farm Prices Received Index Declined 12 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in February, at 127 percent, based on 1990-92=100, decreased 12 points (8.6 percent) from January. The Crop Index is down 12 points (7.5 percent) and the Livestock Index decreased 5 points (4.4 percent). Producers received lower prices for lettuce, milk, corn, and eggs and higher prices for snap beans, strawberries, hogs, and turkeys. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of cattle, milk, broilers, and strawberries offset decreased marketings of corn, soybeans, wheat, and cotton. The preliminary All Farm Products Index is down 19 points (13 percent) from February 2008. The Food Commodities Index, at 122, decreased 12 points (9.0 percent) from last month and 22 points (15 percent) from February 2008. Prices Paid Index Down 2 Points The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 173 percent of the 1990-92 average. The index is down 2 points (1.1 percent) from January but 2 points (1.2 percent) above February 2008. Lower prices in February for nitrogen, potash & phosphate, mixed fertilizer, and feed grains more than offset higher prices for gasoline, other farm services, complete feeds, and feed supplements. Prices Received by Farmers The February All Farm Products Index is 127 percent of its 1990-92 base, down 8.6 percent from the January index and 13 percent below the February 2008 index. ALL CROPS: The February index is 148, down 7.5 percent from January and 9.8 percent below February 2008. Index decreases for commercial vegetables, cotton, feed grains & hay, food grains, and oil-bearing crops more than offset the index increase for fruits & nuts. Food Grains: The February index, at 207, is down 4.6 percent from the previous month and 29 percent below a year ago. The February all wheat price, at $5.73 per bushel, is down 48 cents from January and $4.37 below February 2008. Feed Grains & Hay: The February index is 179, down 4.8 percent from last month and 7.3 percent below a year ago. The corn price, at $4.13 per bushel, is down 23 cents from last month and 41 cents below February 2008. The all hay price, at $132 per ton, declined $4.00 from January but increased $3.00 from last February. Sorghum grain, at $5.09 per cwt, is 75 cents below January and down $3.26 from February last year. Cotton: The February index, at 72, is down 5.3 percent from January and 31 percent below last year. The February price, at 43.6 cents per pound, is down 2.5 cents from the previous month and 19.4 cents from last February. Oil-Bearing Crops: The February index, at 173, is down 3.4 percent from January and 18 percent lower than February 2008. The soybean price, at $9.58 per bushel, decreased 39 cents from January and is $2.12 below February 2008. Fruits & Nuts: The February index, at 121, is up 1.7 percent from January but 18 percent lower than a year ago. The price increase for strawberries more than offset price decreases for apples, lemons, and oranges. Commercial Vegetables: The February index, at 130, is down 25 percent from last month but 10 percent above February 2008. Price declines for lettuce, broccoli, cauliflower, and onions more than offset price increases during February for snap beans, sweet corn, and tomatoes. Potatoes & Dry Beans: The February index, at 157, is down 5.4 percent from last month but 17 percent above February 2008. The all potato price, at $8.94 per cwt, is down 46 cents from January but up $1.43 from last February. The all dry bean price, at $34.30 per cwt, is down $1.20 from the previous month but $2.30 above February 2008. LIVESTOCK & PRODUCTS: The February index, at 109, is 4.4 percent below last month and down 17 percent from February 2008. Compared with a year ago, prices are lower for milk, cattle, eggs, calves, and turkeys. Prices for broilers and hogs are higher than last year. Meat Animals: The February index, at 106, is unchanged from last month but 7.8 percent lower than last year. The February hog price, at $43.50 per cwt, is up 70 cents from January and $1.30 higher than a year ago. The February beef cattle price of $80.20 per cwt is up 10 cents from last month but $8.80 lower than February 2008. Dairy Products: The February index, at 88, is down 14 percent from a month ago and 40 percent lower than February last year. The February all milk price of $11.50 per cwt is down $1.80 from last month and $7.60 from February 2008. The fluid grade milk price is down $1.80 and the manufacturing grade milk price declined 60 cents from the previous month. Poultry & Eggs: The February index, at 141, is down 5.4 percent from January and 9.0 percent below a year ago. The February market egg price, at 63.9 cents per dozen, decreased 25.7 cents from January and is 58.1 cents below February 2008. The February broiler price, at 47.0 cents per pound, is down 1.0 cent from January but 1.0 cent above a year ago. The February turkey price, at 46.4 cents per pound, is up 2.6 cents from the previous month but down 1.1 cents from a year earlier. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 173 (1990-92=100), is down 1.1 percent from January 2009 but up 1.2 percent from February 2008. PRODUCTION INDEX: The February index, at 173, decreased 2.3 percent from last month but is unchanged from last year. Lower prices in February for nitrogen, potash & phosphate, mixed fertilizer, and feed grains more than offset higher prices for gasoline, other farm services, complete feeds, and feed supplements. Feed: The February index, at 169, decreased 0.6 percent from January and 4.0 percent from last February. Since January, lower prices for feed grains, hay & forages, and concentrates more than offset slightly higher prices for complete feeds and feed supplements. Livestock & Poultry: The February index, at 119, decreased 0.8 percent from last month and 7.0 percent from last year. Since January, prices are lower for feeder pigs. The February feeder cattle price, at $94.60 per cwt, is unchanged from January. February feeder pigs averaged $143.00 per cwt, down $3.00 per cwt from January. Fertilizer: The February index, at 294, is down 13 percent from January but is 1.0 percent above February a year ago. Since January, prices are lower for nitrogen, potash & phosphate, and mixed fertilizer. Chemicals: The February index, at 143, decreased 2.1 percent from January but increased 7.5 percent from last February. Fuels: The February index, at 198, is down 2.0 percent from a month earlier and 36 percent below February 2008. Compared with last month, prices are lower for diesel fuel and LP gas but higher for gasoline. Machinery: The February index, at 207, decreased 1.0 percent from January but is 4.0 percent above last February. Since January, prices are lower for other machinery but are slightly higher for tractors and self-propelled machinery. CONSUMER PRICE INDEX: The January 2009 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.4 percent before seasonal adjustment to a level of 211.143 (1982-84=100). This compares with the December index of 210.228. For the 12-month period ending in January, the overall index increased slightly. Reliability of Prices Paid Estimates Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
