Summary (English)	Law 5907 of February 8, 1999 amends the Act on the Utilization and Management of the National Territory. Requires the Minister of Construction and Transportation to hear opinion of the head of the local self-government concerned before the deliberation of the Council on Plans for Utilization of the National Territory when he/she re-designates a land transaction restriction area; clarifies the standards for permission of land transactions; and abolishes the report system for land transactions and also the idle land system.
