The Alpena Combat Readiness Training Center, Alpena Michigan intends to award a sole source contract to METAVR INC. for 4 site licenses for proprietary software. Software required is the Virtual Reality Scene Generator version 5 and the Virtual Reality Scene Terrain databases for the Grayling Air Gunnery Range at Waters Michigan for the purpose of generating virtual wartime scenarios. The following are significant capabilities of the software:
" Ability to create and play back VRSG scenarios. Using First Person Simulator (FPS),
" Substantial additions to the military vehicle 3D model library. MetaVRs 3D content library of military entities now includes a set of Mine Resistant Ambush Protected (MRAP) vehicles and a set of new models of Future Combat System (FCS) vehicles.
" Common Image Generator Interface (CIGI) version 3.2 support. VRSG Metadesic now implements a subset of CIGI to support the most commonly used features.
" Integration with Mersive technology for edge-blended, distortion-corrected, multiple projector displays on arbitrary-shaped surfaces.
" Enhancement to VRSG Radar for Inverse Synthetic Aperture Radar (ISAR) simulation.
" Additional atmospheric effects, such as independent ground fog and haze layers, independent haze color and intensity for in-sun and out-of-sun viewing directions.
" Improved sensor post-processing effects, such as optical focus and simulated noise.VRSG MPEG recording enhancement. VRSG MPEG recording enhancement. The VRSG MPEG recording feature now includes UAV KLV metadata multiplexed into an MPEG2 transport stream. The MPEG2 stream can be transmitted live over UDP, or streamed to a file for later playback.
" Compatibility with MUSE VIDD V2.2, to support the new auto tracking features of the MUSE protocol.
" New mechanism for user-defined and controlled volumetric clouds.
" Introduction of new HPY model format. The newest models in MetaVR's 3D content library are provided in HPY format. They can be used in exactly the same manner as the older HPX format models, but you must have VRSG V5.4 or later and a license under active maintenance to use them. Note that VRSG and MetaVRs terrain building applications continue to support the older HPX model format.

This solicitation has been set aside for small business concerns qualified under the North American Industrial Classification System (NAICS) code 511210. Interested contractors that believe they can qualify under these conditions and wish to participate can obtain a copy of the solicitation by going to the website http://nationalguardcontracting.org. The solicitation will be posted on 15 Sep 08. This notice does not obligate the Government to award a contract, it does not restrict the Governments ultimate approach, nor does it obligate the Government to pay for any proposal preparation cost, the contractor for any costs associated with preparing or substituting a response to this notice.
