Reconciliation Survey Results
The ACS Reconciliation Prototype Survey
A Reconciliation Prototype survey was published on the Customs web site in order to solicit comments and suggestions from various entities of the trade community [see also Federal Register (65 FR 36505) notice published on June 8, 2000]. The number of responses to this voluntary survey was minimal in comparison to the volume of importers approved for Reconciliation. Here are the percentages for the approximately 74 responses.

  • 33% of the respondents said they incurred no additional broker costs due to participation in the prototype.

  • 33% of the respondents said broker fees increased more than $51 per entry. The remaining 33% varied less than or greater than $51 per entry.

  • 60% said the broker was responsive and helpful. 20% disagreed that the broker was responsive and helpful. 20% neither agreed or disagreed with that statement.

  • 65% said Customs was responsive and helpful. 25% disagreed that Customs was responsive and helpful. 10% neither agreed or disagreed with that statement.

  • 50% neither agreed or disagreed with the statement that their ABI rep was responsive and helpful.

  • 45% said their ABI rep was responsive and helpful. 5% disagreed that their ABI rep responsive and helpful.

  • 45% disagreed that ACS technology supports reconciliation. 35% said that ACS technology supports reconciliation. 20% neither agreed or disagreed with that statement.

  • 35% said there were unexpected additional costs to the prototype. 25% said there were some additional costs to the prototype. 25% said there were expected additional costs to the prototype. 15% said there were prohibitive additional costs to the prototype.

  • 60% said there were no additional bond rider costs 20% said the bond rider costs were less than 25%. 15% said the bond rider costs were 25 to 50% higher. 5% said the bond rider costs were greater than 75% or from 51% to 75%.

  • 60% said the field recon team was responsive and helpful. 25% neither agreed or disagreed with that statement. 15% disagreed that the field recon team was responsive and helpful.

  • 80% said the HQ recon team was responsive and helpful. 10% disagreed that the HQ recon team was responsive and helpful. 10% neither agreed or disagreed with that statement.

  • 75% said they agreed that midpoint interest should be extended 20% neither agreed or disagreed with that statement. 5% disagreed that midpoint interest should be extended.

  • 65% said the recon web site was a valuable resource. 25% neither agreed or disagree with that statement. 10% disagreed that the recon web site was a valuable resource.

  • 55% of the recon entries were flagged for value. 15% of the recon entries were flagged for 9802 value. 30% of the recon entries were flagged for other issues.

  • 30% of the profile of reconciliation type were entry-by-entry. 25% of the profile of recon type were E-by-E and aggregate. 20% of the profile of recon 15% aggregate 10% other.

  • 50% said they agreed that recon should be continued. 35% said they disagreed that recon should be continued. 15% neither agreed or disagreed with that statement.

  • 65% said they agreed that recon demonstrates reasonable care. 20% said they disagreed that recon demonstrates reasonable care. 15% neither greed or disagreed with that statement.

  • 75% said they agreed that recon should work by account rather than entries. 20% neither agreed or disagreed with that statement. 5% said they disagreed that recon should work by account rather than entries.

  • 45% said they had no additional software costs. 20% said they had additional software costs greater than $10,000. 20% said they had additional software costs between $5,000 and $10,000. 15% said they had additional software costs less than $5,000.

  • 50% said their software vendor was responsive and helpful. 35% neither agreed or disagreed with that statement. 15% said they disagreed with that statement.

  • 50% said their surety was responsive and helpful. 35% neither agreed or disagreed with that statement. 15% said they disagreed with that statement.

  • 50% said they were prepared for the reconciliation prototype. 40% said they were not prepared for the reconciliation prototype. 10% neither agreed or disagreed with that statement.
