Abstract	The Legal Committee of the International Maritime Organization is discussing a paper, sponsored by ten countries, that calls for an urgent reconsideration of the issue of liability for damages caused by the maritime carriage of hazardous and noxious substances (HNS). The alternative that is set out in the paper and the requirements that it suggests be met are briefly reviewed.
