Attached are samples of Reconciliations provided for by the ACS Reconciliation Prototype. As described in the Federal Register notice (63 Fed. Reg. 6257, 02/06/1998). There are two types of Reconciliations: Entry-by-Entry and Aggregate.

Entry-by-Entry and Aggregate Components
Both Reconciliation types have the following three components:

1. Reconciliation Header
Shows the period, issues and total amounts

Shows the specific adjustments based on issues, broken out for HTS number and reason.

3. Association file
List of affected entry summaries, that were previously flagged for reconciliation.

  • Entry-by-Entry Reconciliations (Excel) (CSV)
    The association file shows monetary amounts with changes applied to each entry.

  • Aggregate Reconciliations (Excel) (CSV)
    The association file is a list of entry numbers with their respective port codes.

The data presented herewith are for demonstration purposes only. They are not intended to be used as programming specifications. The intent is to demonstrate the elements needed, and roughly the form in which they should be presented.

The Header and Association file will be transmitted through ABI. The line item detail (the spreadsheet that appears in the FR notice) will be given to Customs in standard commercial software spreadsheet format on paper and via a floppy disk.

Regarding the Association File: In our demonstration there are two sets of columns for "other" fees. (Fees other than MPF and HMF, such as cotton fee, sheep fee, etc.) There should enough such columns to accommodate all fee types that could occur on a Reconciliation. Preliminarily, we envision maximum combination of 8 fees (8 fees on the Reconciliation as a whole, not necessarily on one entry summary.)

Reconciliation Entry Type Update - 9/15/1998
This is a reminder that type 03 and 07 entries, those covering merchandise subject to Antidumping and Countervailing duties, will not be eligible for Reconciliation in the October 1, 1998 version of the prototype. Further information on this is available in the Federal Register of August 18, 1998.
