Abstract The Vision 100 -- Century of Aviation Reauthorization Act (Vision 100), signed into law in December 2003, established a voluntary program to reduce airport ground emissions at commercial service airports in air quality nonattainment and maintenance areas. The new provisions are intended to help airports meet their obligations under the Clean Air Act and to assist regional efforts to meet health based National Ambient Air Quality Standards. Vision 100 directs the FAA to issue this guidance report describing eligible airport low emission modifications and improvements and how airport sponsors should demonstrate program benefits. Developed in consultation with the U.S. Environmental Protection Agency and the U.S. Department of Energy, this guidance discusses program eligibility for converting vehicles to alternative and clean conventional fuels and for obtaining related infrastructure improvements.
