Buxton as Chief of the Toxics Substances Hydrology (Toxics) Program, effective April 29, 1996. Herb will serve in this capacity from his current location in West Trenton, New Jersey. He brings a wealth of programmatic experience and technical background to this position, including 11 years of ground-water experience in Long Island, New York, as a Project Chief and District Modeling Specialist, and 7 years in West Trenton, New Jersey, as Assistant District Chief for Hydrologic Systems Investigation and Research. Herb has a B.S. in Geology from Rennselaer Polytechnic Institute in New York and a M.S. in Geology from SUNY College, New York. We welcome him to the office and look forward to having him on our staff. We want to acknowledge the dedication and hard work of several people who helped fill the void when Gail Mallard became Acting Chief, Office of Hydrologic Research in 1994. First we thank Timothy Miller for his tenure as Acting Chief of the Toxics Program. Second, and in particular, We thank David Morganwalp, Assistant Toxics Program Chief, who stepped into the Toxics Chief position for the last 14 months as well as doing his own job. David and Herb will make a strong and creative team to guide the future of the Toxics Program.
