This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number W911RZ-08-T-0298 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26, effective 12 June 2008. The North American Industrial Classification System (NAICS) number is 334511 and the business size standard is 500 employees. The proposed acquisition is reserved for SERVICE DISABLED VETERANS ONLY.

LINE ITEM/DESCRIPTION:

Allen Vanguard HAL Parts (OR EQUAL) Special Operations Hook and Line Kits used for EOD operations. Each kit must include all items and quantity specified. Kits are required to be shipped to separate locations as follows:

Backpack, Special Purpose with Detachable Pouches (18 H x 13 W x 8 D).

Weight up to 35lbs
Outer pouch which holds the rope. (allows for easy access without accessing the main compartment)
Pocket should be mesh (allows for debris and moisture to escape from tools)
Pocket should have a zipper closing devise (for durability and tactical purposes)
Backpack should have a pocket on the outside designated for the telescoping pole. (allows for easy access without accessing main compartment)
All items stored in main compartment will be in mesh pockets with a zipper closing devise (allowing for an organized kit).
Pockets will have hood-and-loop fasteners (allows for securing the pockets and allowing for conversion to meet mission requirements).
Kit should have no pockets on the top.
The shoulder straps will be padded and have an attached pocket for easy to reach items, approximately 4 x 6.
Side pockets will be removable by zipper fastening devise.
Main compartment will be secured using a zipper closing devise. The compartment will have hook and loop backings to allow the pockets to secure in the compartment.
Kit will have a pocket on the front to secure the operators manual. This pocket will use a zipper closing devise.

Dimensions: 140 x 55 x 35 mm (5.5 x 2.17 x 1.38).

Snatch Block/Pully Self-Opening. - A snatch block with an automatic release mechanism that frees the Line at a predetermined point. Used to change the direction of the Line when maneuvering suspect packages around obstacles and corners. As the Line is pulled through the Snatch Block a ball, which can be clamped to the Line at any point, trips the hinged side plate open to release the Line. Fitted with a swivel snap shackle for attaching to an anchor point. Snatch Block and Ball are supplied separately. Dimensions: 8 x 3 x 1.2in (205 x 75 x 30mm). Max line diameter: 0.2in (5.5mm).

These products must comply with the Buy American Act (100% manufactured in the USA; and at least 51% of the cost of materials made, fabricated, purchased must be MADE IN THE USA.) In addition, in accordance with FAR Part 19.001, these products must be in compliant with the nonmanufacturer rule, which means: that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406).

Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quote on company letterhead, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, an over all total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, any discount terms, cage code, DUNS number, size of business, acknowledgement of solicitation Amendments (if any), warranty information, shipping/handling charges (must be specified), FOB (destination or origin, if not specified, destination will be default).

The provisions at 52.212-2, Evaluation--Commercial Items apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the requirements. Offers will be evaluated on a pass or fail basis to determine whether the proposed backpack kits meet or exceed the salient physical, functional, or performance characteristics (described in CLIN descriptions) by providing the best value to the Government. If an offer cannot comply with every requirement, that offer will not be considered technically acceptable.
