Upon the recommendation of the Scott Report in 1985 commissioned by the Hong Kong (HK) Government, health care reforms took place with the establishment of the Hospital Authority (HA) on 1 December 1990 with the objectives of maximising health benefit within controlled cost escalation. The HA is an independent, statutory body funded by the Government and manages all the 42 public hospitals and institutions in HK comprising 90% of hospital service market. The HA, in its mission to provide high quality patient care with cost effective technology, set up an interdisciplinary team in 1994 to assess technology and subsequently a formal Office of Technology Management (OTM) was set up in 1996 with a dedicated staff. The key objectives of this are to coordinate the introduction of technologies at the appropriate stage and their disseminations well managed in order to optimise total health benefits from resource input and to ensure that the technologies are applied to the appropriate patietns with the relevant indications. This presentation will report the HK experience in addressing the challenge of health care technology assessment, the role of OTM and its function as a tool in the prioritisation of service development programmes and resource allocation process in the HA organisation.
