Cordell Bank National Marine Sanctuary

Conservation: |
Lance Morgan As Vice President for Science, Lance heads the science and
research at Marine Conservation Biology Institute. He received his Ph.D.
in Ecology from the University of California-Davis, and did postdoctoral
research at Bodega Marine Laboratory and NOAA Fisheries before joining
MCBI in 2000. His Ph.D. research focused on the population dynamics of
the red sea urchin and its fishery in northern California, and his
post-doctoral research examined designing networks of marine protected
areas to manage fisheries. From 1991-1995 he worked at The Marine Mammal
Center in Sausalito, CA as Science Director and Marine Mammalogist. He
holds a Masters Degree from San Francisco St. University in Marine
Science and studied seal and sea lion behavior and evolution. Projects
that he has managed include identifying priority conservation areas from
Baja California to the Bering Sea for the North American Commission for
Environmental Cooperation, the analysis of the collateral damage from
commercial fishing methods, and an assessment of deep sea corals in US
waters. He has field experience from a wide diversity of sites in North
America and has conducted research on a number of marine species. In his
spare time he enjoys the outdoors both above and below water.

Maritime Activity: |
Chuck Wise is a commercial fisherman conducting the majority of his work in and around
Cordell Bank and Gulf of the Farallones National Marine Sanctuaries. He has been a part of the fishing
community
in northern California for over 35 years and a resident of Bodega Bay for over 20. Chuck has worked for
many
years to create sustainable fisheries through habitat protection and resource protection and development by
serving as the President of the Fishermen's Marketing Association for nine years, and currently as
President
of
the Pacific Coast Federation of Fishermen's Associations.

Research: |
Edmund Smith is a Project Scientist at the Bodega Marine Laboratory. He has more than 45
years working as a marine biologist along the Central California Coast and overseas. He was the Director of
the University of the Pacific, Pacific Marine Station at Dillon Beach for 16 years. He was a co-founder of
a biological consulting firm (ANATEC Laboratories) and a computer company specializing in Motion Analysis.
Ed has been a member of the North Coast Regional Water Quality Control Board, a member of the California
Department of Forestry Technical Advisory Committee, member of the Marine Science Council to President
U.S., Member of the CalEPA Technical Advisory Board, Comparative Ecological Risk Project, and Chair of the
San Francisco Bay Monitoring Advisory Committee. He has also served on the Board of Directors of the Laguna
de Santa Rosa Foundation and is now a member of the Scientific Advisory Board of that Foundation. He is a
Fellow of the California Academy of Science. He continues to serve on the National Resources Advisory Board
for Santa Rosa Junior College. Ed has taught at the Pacific Marine Station, University of Washington,
Friday Harbor Marine Lab, Woods Hole Marine Biological Laboratory, Sonoma State University (Adjunct
Professor), Mc George School of Law (Adjunct Professor) and Santa Rosa Junior College.

Community at Large - Marin County: |
George Clyde has a home on Tomales Bay in Marshall, where he is active in various local matters.
These include serving on stakeholder working groups organized by the Tomales Bay Watershed Council and the Gulf
of the Farallones National Marine Sanctuary Advisory Council to recommend a comprehensive Tomales Bay vessel
management plan, taking a lead role in forming a community septic system for Marshall shoreside properties, and
participating in Audubon Canyon Ranch's winter water-bird counts and in midnight surveys of spawning grunion at
Lawson's Landing. As a lawyer (now mostly retired), his passion for sailing led to professional engagements as
the Legal and Rules Advisor for three America's Cup yacht racing teams in the past ten years. George is a member
of the Board of Directors of KWMR-FM and is an active member of local organizations involved in the marine
environment and boating. He is an enthusiastic, if not always successful, fisherman and sailboat racer.

Community at Large - Sonoma: |
Susan Anderson has worked in aquatic research and policy for over 25 years and is currently
Co-Principal of a private consulting firm, S.R. Hansen and Associates. Her career began with research on
the
Ridgeback prawn fishery on the Central Coast, where she worked on commercial fishing boats and with seafood
processors for over three years. In addition, she was on the staff of the San Francisco Bay Regional Water
Quality Control Board, where she fostered collaborative programs to curb toxic emissions from discharges
and
urban runoff. Later, she joined the research faculties at Lawrence Berkeley National Laboratory and UC
Davis
Bodega Marine Laboratory (BML). Her research emphasized topical aspects of aquatic pollution including
effects of pesticides on native fish in the San Francisco Bay and Delta and genetic effects of pollutant
exposure. At BML, she directed the Pacific Estuarine Ecosystem Indicator Research Consortium which focused
on
wetlands monitoring and indicator research. In 1993, she was awarded a Pew Scholarship in Conservation and
the Environment. She lives with her son and husband in Sonoma County on 46 acres of woodland and meadow
and
enjoys hiking, kayaking, diving and most things aquatic.

Alternate Conservation: |
Todd Steiner is the executive director of Turtle Island Restoration Network and its
two primary programs: SPAWN (Salmon Protection And Watershed Network) and Sea Turtle Restoration Project.
As a
conservation biologist Todd has spent the past 20 years working to protect the marine environment and
endangered
species in Florida and California. Todd currently serves as a member of the Marin Municipal Water District
Lagunitas Creek Technical Advisory Committee, and the Tomales Bay Association. Todd has been a resident of
West
Marin for over 13 years.

Alternate Education: |
Bill McMillon recently retired from an education career that began in a two-room country school
in Calaveras County, California in 1964. He spent the past decade as marine and environmental science teacher
at Tomales High School, where he founded and directed the Tomales Environmental Learning Center, a
cross-disciplinary program that focused on field research where students received English, social studies,
and science credit while participating in ongoing research projects with practicing scientists. This special
program was funded by the California Department of Education through its Specialized Secondary Programs.
Since retirement, Bill has returned to his previous incarnation as a freelance travel/outdoor writer/photographer.
In that capacity he has published over 400 articles in regional and national publications, and 20 books.
Bill has lived in western Sonoma County since 1969, and was a charter member of the Cordell Bank National
Marine Sanctuary Advisory Council as Education Chair Alternate.

Alternate Maritime Activity: |
Josh Churchman is a commercial fisherman who has lived and worked in and around West
Marin County for many years. He has fished the waters of Cordell Bank and adjacent areas for over 25 years.
He
is
also active in coastal affairs. Josh Churchman has served the Cordell Bank National Marine Sanctuary
Advisory
Council as the Alternate for Maritime Activity for three years, and has been selected to serve this
position
for
a second term.

Alternate Research: |
Jaime Jahncke is the Interim Director of the Marine Ecology Division at PRBO Conservation
Science, a non-profit dedicated to conserving birds, other wildlife and their ecosystems through
innovative scientific research and outreach. He completed his doctorate at the University of
California, Irvine. His doctoral dissertation focused on how physical processes associated with coastal
waters affect the abundance and distribution of marine birds in Peru and Alaska. Jaime's research
interests include the influence of physical-biological processes on predator-prey interactions and
the effects of climate change on trophic relationships at multiple spatial and temporal scales in
the marine environment. His current research with PRBO focuses on the physical-biological interactions
among the oceanography of the Gulf of the Farallones-Cordell Bank region and the abundance and
distribution of top predators. This project will contribute to better understand food web dynamics
in region, identify predictable hotspots, and improve ocean zoning in support of Ecosystem Based
Management in the region.

Alternate Community at Large - Marin: |
Liza Crosse lives in the Lagunitas Creek Watershed and is an aide to
Marin County Supervisor Steve Kinsey, representing the Tomales Bay
Watershed and most of Marin's coast. Through her work and as a
volunteer, Liza is engaged in diverse community organizations throughout
Marin. She works regularly on planning and funding watershed and
fishery restoration projects and is dedicated to balancing human
activities for the protection of coastal and marine environments. Liza
serves as Vice-Chair of the Tomales Bay Watershed Council, is the County
of Marin's representative on the Marin Municipal Water District
Lagunitas Technical Advisory Committee, and is on the board of the San
Geronimo Valley Planning Group.

Alternate Community at Large - Sonoma: |
Brian Mulvey is an environmental consultant with Kleinfelder
in Santa Rosa, California. He has over 18 years of experience in aquatic
issues including 10 years of experience with management issues related to
marine fisheries and habitat resources. He is actively involved with oyster
and eelgrass restoration activities on the west coast, and is a member of the
American Fisheries Society, the National Shellfisheries Association and the
Western Society for Naturalists. He is a California native and has lived in
Sonoma County since 1995. He is devoted to his family, while also enjoying
diving, fishing, golf, motorcycles, sailing, wine and beer "tasting", and
community service. Brian has supported the Cordell Bank National Marine
Sanctuary Advisory Council for about three years, and has been selected
to serve as an alternate for the Community at Large for Sonoma County seat.
