1. The Department of the Army, Mission and Installation Contracting Command (MICC), Enterprise and Installation Operations (EIO), Directorate of Contracting (DOC), Fort Lewis, Washington intends to solicit sealed bids for a contractor to provide complete services for Outbound and Inbound (Schedules I and II) Packing and Containerization and Local Drayage of Direct Procurement Method (DPM) Personal Property Shipments for Department of Defense (DoD) personnel located in the Fort Lewis/McChord Air Force Base, Washington State area. Services include premove survey, servicing of appliances, disassembly of furniture, packaging, inventorying, tagging, wrapping, padding, packing, and bracing of household goods in Government-owned and furnished shipping containers. Services also include ensuring containers are properly secured and sealed for shipment, weighing, obliterating old markings, marking, strapping, and drayage of the container within area of performance. A complete Performance Work Statement (PWS) will be included in the solicitation. The Invitation For Bids (IFB) number is W911S8-09-B-0002.

2. The solicitation will result in the award of a single contract. The resulting contract will be a firm fixed-price requirements contract. This procurement is a 100% Total Small Business Set-Aside. The applicable NAICS code is 488991, Packing and Crating, and the small business size standard is $25.5 Million.

3. The anticipated period of performance is from 1 May 2009 to 30 April 2010 for a base period, plus four (4) one-year option periods.

4. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/ and the solicitation will also be posted on the Fort Lewis Directorate of Contracting website, http://www.lewis.army.mil/doc/, under Solicitations. The tentative solicitation issue date is 16 December 2008 and the anticipated closing date is 28 January 2009. A pre-bid conference may be conducted at the Fort Lewis Directorate of Contracting with a tentative date of 14 January 2009. Interested bidders are advised to consult the actual solicitation for final dates and times.

5. Bids from all capable and responsible sources will be considered. Firms offering a response to this notice should ensure that they are registered in the Central Contractor Registration Database http://www.ccr.gov/ and ensure that the applicable NAICS code 488991 is included in the CCR profile prior to submission of bids.
