The International Boundary and Water Commission (IBWC) was created more than a century
ago by the governments of the United States and Mexico to apply the provisions of various
boundary and water treaties, and settle differences arising from such applications through
a joint international commission located at the border.
The Border XXI Program (Border XXI) is an innovative binational effort which brings
together the diverse U.S. and Mexican federal entities responsible for the shared border
environment, to work cooperatively toward fulfilling the mutual goal of sustainable
development through protection of human health and the environment and proper management
of natural resources in both countries.
