In Regards to the proposed rulemaking about the Business opportunity rule: I have looked through the proposed rules regarding disclosure and I see every effort being made to strangle honest Independent Business Owners who answer all questions fairly and accurately, while helping all Independent Business Owners of any direct sales marketing company that choose to be dishonest! I have been a Quixtar affiliated IBO for over 6 years and have achieved success through focusing on people and helping them to grow both in personal life as well as business ! When I got started I spent about $120, and understood fully that it would be totally refundable if I was not happy with any part of getting started! I was informed that the idea was in no way a "get rich quick" and that it would take time and effort to achieve the results I desired (and have achieved)! By requiring seven days to get started would slow down IBO's ability to start seeing growth in their business, and lead to loss of income potential and also loss of Momentum. Momentum that all business needs, whether it be in the Direct Sales field or the traditional type business ! Requiring 10 local references would limit ability to open new markets and also would be a violation of personal privacy in many cases. If there weren't 10 distributors in a area yet, then you could never grow there, and also who would define local area. In closing I could continue about each of the rules and ideas put forth, but I think you get the idea that I am trying to put forth. Basically dishonest Independent Business Owners of any Direct Selling ideas out there would ignore the new measures anyway and so the only IBO's affected would be the honest ones trying to build legitimate business's. The honest IBO's would be frustrated many of them quiting and slowing down the engine that is the Direct Sales industry. Leaving only the dishonest ones. I know that Quixtar has many rules to deal with IBO's who are dishonest or offer false claims, up to and including removing their business ! Quixtar takes being honest about the claims, and all getting started literature shows what the average IBO makes a month of $115. I urge you strongly not to consider these proposed rules as written--work with the direct sales industry directly to write rules that incourage growth and honesty don't strangle the honest Independent Business owner!
