Subject: 10 CFR 21 Notification, Enterprise DSR-4 and DSRV-4 Emergency Diesel Generator Starting Air Pressure Switch

Dear Sir

In accordance with the requirements of the Nuclear Regulatory Commission Title 10, Chapter 1, Code of Federal Regulations, Part 21, Cooper Energy Services (CES), a division of Cooper Cameron Corporation, hereby notifies the Commission of a potential design anomaly of the Enterprise**[Copyright] DSR-4 and DSRV-4 Emergency Diesel Generators (EDG's).

Discussion:

The subject anomaly is related to the deactivation of non-essential safety shutdowns while the EDG, is in the emergency mode.

The attached drawing is a typical start circuit for all Enterprise Standby Diesel Generator units. There are two start circuits per control system, Circuit A and Circuit B. Some sites may only have one starting air pressure switch in each circuit. The attached drawing will show the more typical two pressure switches (PS-38 and PS-4B) in one circuit.

Device functions:

1. Pressure Switch PS-40B, line 120. Opens when the system is in Maintenance Lockout Mode.
2. Pressure Switches PS-3B and PS-4B, lines 120 and 121. Opens when the starting air pressure is below the low-pressure level setting (typically 150 psi).
3. Remove Contacts, lines 119 and 120. Close for a remote emergency start.
4. Pressure Switch PS-45B, line 121. Close for a local emergency start.
5. Relay Contact R4B-1, line 121. Opens on a normal start signal.
6. Pressure Switch PS-33B1, line 118. Open when the diesel engine reaches 200 RPM.
7. Deactivate Shutdown Solenoid Valve 502-2B, line 120. Energize to lockout all non-essential shutdowns.
8. Starting Air Solenoid Valves Sol. 1B and Sol. 2B, Lines 118 and 119. Energize to supply, starting air to the diesel engine.

Circuit Operation

1. The control system is not in Maintenance Lockout Mode so pressure switch PS-40B is closed.
2. The Starting Air Receivers pressures are greater than item 2 above so both pressure switches PS-3B and PS-4B are closed.
3. The control circuit receives an emergency start signal (local or remote). All three solenoid valves will energize.
4. The Deactivate Shutdown solenoid valve will lockout all non-essential shutdown signals to the shutdown circuit.
5. The Starting Air solenoid valves will allow cranking of the diesel engine with starting air pressure.
6. When the diesel engine speed is greater than 200 RPM, the pressure switch PS-33B1 will open de-energizing the Starting Air solenoid valves.

The function of the starting air pressure switches (PS-3B & 4B) is to de-energize the starting air solenoid valves on the condition that the Standby Diesel Generator does not start with an emergency start signal. The pressure switches are set for a low pressure limit (typically 150 psi falling) to ensure a sufficient volume of air in the starting air receivers to allow the operator to have more than two additional manual starts, When the Standby Diesel Generator is running in an emergency mode and a non-essential Pneumatic shutdown sensor trips, starting air pressure is vented from the system. At the low limit setting the starting air pressure switches will open, deenergizing the Deactivate Shutdown solenoid valve. With the solenoid valve de-energized, the shutdown circuit will recognize any nonessential shutdown signal resulting in a shutdown of the Standby Diesel Generator.

All Enterprise EDG's except those at Plant Vogtle

CORRECTIVE ACTION

To correct this condition the pressure switches need to be rewired to a different location. The new location as noted on the attached drawing would allow the Starting Air solenoid valves to be de-energized and the. Deactivate Shutdown solenoid valve would remain energized.

If the plant site circuit is different than the attached drawing, please call Cooper Energy Services for assistance.

It should be noted that the subject corrective action was presented to affected plant representatives and discussed at the July 1998 Cooper Enterprise Clearinghouse meeting.

10 CFR PART 21 REPORT REGARDING ENTERPRISE DSR-4 AND DSRV-4 EMERGENCY DIESEL GENERATOR STARTING AIR PRESSURE SWITCHES

"THE FUNCTION OF THE STARTING AIR PRESSURE SWITCHES (PS-3B & 4B) IS TO DE-ENERGIZE THE STARTING AIR SOLENOID VALVES ON THE CONDITION THAT THE STANDBY DIESEL GENERATOR DOES NOT START WITH AN EMERGENCY START SIGNAL. THE PRESSURE SWITCHES ARE SET FOR A LOW PRESSURE LIMIT (TYPICALLY 150 PSI FALLING) TO ENSURE A SUFFICIENT VOLUME OF AIR IN THE STARTING AIR RECEIVERS TO ALLOW THE OPERATOR TO HAVE MORE THAN TWO ADDITIONAL MANUAL STARTS. WHEN THE STANDBY DIESEL GENERATOR IS RUNNING IN AN EMERGENCY MODE AND A NON-ESSENTIAL PNEUMATIC SHUTDOWN SENSOR TRIPS, STARTING AIR PRESSURE IS VENTED FROM THE SYSTEM. AT THE LOW LIMIT SETTING THE STARTING AIR PRESSURE SWITCHES WILL OPEN, DEENERGIZING THE DEACTIVATE SHUTDOWN SOLENOID VALVE. WITH THE SOLENOID VALVE DE-ENERGIZED, THE SHUTDOWN CIRCUIT WILL RECOGNIZE ANY NON-ESSENTIAL SHUTDOWN SIGNAL RESULTING IN A SHUTDOWN OF THE STANDBY DIESEL GENERATOR.
