Only commodities eligible for a PPQ FORM 578 are listed here. Certain products listed may also be eligible for a Phytosanitary Certificate (PC), PPQ FORM 577. Eligibility for a PC will be noted under the specific product.
ANIMAL FEED ---The PPQ Form 578 can be utilized for all feed products whose primary components are grains or grain products. The addition of vitamins, mineral, or small amount of processed animal products should not preclude the use of this certificate. The following procedures outlined below primarily are used for shipments destined to Mexico.

PPQ 578 and a VS 16-4 for the byproducts portion of the consignment can be issued. The same statement as used on the letterhead certificate must be used on the 16-4.
NOTE: The letterhead certificate and the VS 16-4 must identify the individual shipment that the form is associated with either by referring to the PPQ 578 number or indicating the bill of lading number, truck license number, or rail car number.

Please advise exporters, manufactures, etc., that the manufacturer must provide a letter with each feed shipment stating that the feed contains no sheep byproducts. This letter must be kept on file with the file copy of the Export Certificate.
FLOUR: MADE FROM CEREAL GRAINS --- (PPQ 577 or PPQ 578) This entry applies only to flour that was made from plants that are considered to be a "cereal." Cereal crops are grasses cultivated for their edible seeds (actually a fruit called a grain).

FURNITURE PARTS --- (if of unassembled, unfinished, sanded or unsanded wood)
MALTED GRAINS --- Though malted grains may look like the unprocessed grain from which they are derived, their processing can be determined through handling (they are sticky and lighter than unmalted grain) or smelling (they have a strong, distinctive odor unmalted grain will not have) the grain. Grain that has been malted is not eligible for a PPQ 577 or 579.
TOBACCO, RECONSTITUTED --- This entry refers to a type of processed tobacco sheet made from a slurry of tobacco dust, stems, and scraps. The material is ground and mixed with water to produce a slurry. During this process, additives such as flavorings may be introduced. The slurry is sprayed onto a flat surface and allowed to dry. Once dry, the product is cut into pieces that may be irregular in size and shape.
WOOD IMPREGNATED WITH LUBRICANTS --- The wood usually is kiln dried and impregnated with non-toxic lubricants consisting of waxes and oils via a heat and pressure treatment process.
WOOD TONGUE-IN-GROOVE --- (Includes tongue-in-groove flooring, paneling, and ceiling)
