TITLE: FA4809-08-Q-0182, Sole Source Acquisition for Repair of a Back Stop for the Bullet Trap at Seymour Johnson AFB NC.





The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Meggitt Training Systems, Inc. Work consit of providing all labor, supplies, materials, supervision, transportation, equipment, all necessary to repair a Back Stop for the Bullet Trap System at Seymour Johnson AFB NC. The current Bullet Trap System employed by Seymour Johnson AFB is a proprietary product of Meggitt Training Systems, Inc. with proprietary rights to all parts and specifications necessary for the required upgrade. Manufacturer: Meggitt Training Systems, Inc.



This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 29 September 08 at 4:00 P.M. APPLICABILITY OF AUTHORITY: Meggitt Training Systems, Inc. is the manufacturer and the only vendor authorized to repair/service the existing Bullet Trap System located at Seymour Johnson AFB. This is a proprietary design and the manufacturer has no distributors. The current unit is inoperable and repairs are needed to resume 4th Security Forces Squadron mission/training. There are no other known sources. It would cost the government approximately $350,000.00 to replace the current system which is not expected to be recovered through full and open competition.
